Help

The Senior Strategist for Organizational Productivity (SSOP) advises on financial management, strategic planning, communication strategies, implementation of operating procedures, management controls, business processes, and administrative and emergency management coordination. The SSOP represents and speaks for the FAS Commissioner and Deputy Commissioner on FAS operations initiatives and services with other senior GSA officials, other top-level executives from public and private industry, federal agencies, Congressional representatives, the news media, and other public media outlets. This position reports directly to the FAS Commissioner.

MAJOR DUTIES:

  • Leads the overall management and improvement of the FAS organization's operating procedures, practices, and management controls by analyzing the current state, researching requirements, and developing integrated business solutions.
  • Represents the Commissioner and Deputy Commissioner in Senior-level meetings and serves as an expert on all FAS operations activities within GSA.
  • Serves as an executive advisor to the FAS Commissioner, Deputy Commissioner and other FAS executives on planning and administering all FAS organizational activities by providing strategic direction-setting for efficient and effective program execution as necessary to achieve FAS' mission.
  • Advises and executes on business development and ensures the effective implementation of major FAS programs, initiatives, and operations
  • Directly advises and assists with implementing all FAS Commissioner Program Management Office (PMO) administrative and operational activities. The Executive Advisor is responsible for explicitly advising on the PMO's support operations, including but not limited to the preparation of the PMO's annual program plans and budget, executive calendar planning, executive travel planning (including Salesforce approvals), Freedom of Information Act (FOIA) requests, event management planning and approval routing, emergency management, continuity of operations (COOP), and deliverable tracking.
  • Collaborates and builds coalitions with top officials to obtain agreement with proposed initiatives, operational changes, and activities designed to improve the quality of FAS programs and business portfolios. To ensure the efficient, economical operations of program functions, the Senior Strategist for Organizational Productivity serves as a liaison and a direct extension of the Commissioner

The Senior Level (SL) salary range starts at $147,649 per year. 

To qualify, you must have at least one year of specialized experience equivalent to the GS-15 level or higher in the Federal service. Specialized experience is experience providing strategic direction and analytical requirements for the planning and evaluation of acquisition operations; advise on financial management, strategic planning, communication strategies, implementation of operating procedures, management controls, business processes, and administrative and emergency management coordination; monitoring and evaluating internal, regional, enterprise-wide programs and initiatives.

You will be evaluated for this job based on how well you meet the qualifications above.

Mandatory Technical Competencies: 

  • Ability to advise senior executives of strategic direction of a large, complex, multifaceted organization using relationship and communication skills with the ability to collaborate and influence across levels with internal and external partners (including high level senior executives).
  • Expert knowledge of analytical and evaluative methods, to include a thorough understanding of how acquisition programs are administered in order to select and apply appropriate program evaluation and measurement techniques in measuring and evaluating program accomplishments/effectiveness.
  • Mastery of project management principles, methods, and practices, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments.
  • Skill in anticipating and understanding the customer's perspective and in using expertise to provide innovative solutions which facilitate the accomplishment of an agency's missions and ensure customer satisfaction.
  • Skill in teaching, mentoring, and coaching staff members and newcomers in new emerging programs and processes in workforce and training development.
  • Skill in managing conflict by anticipating and taking steps to prevent counter-productive confrontations and resolving conflicts and disagreements in a constructive manner. 
  • Expert problem solving and root cause identification skills in order to solve major issues and initiatives and to implement recommendations to remedy problems and to provide and present information to high level stakeholders and partners.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
