Duties

Help

The BLS headquarters is currently located in Washington, D.C. but is in the process of relocating within the National Capital Area to the Suitland Federal Center in Suitland, Maryland. If selected for this position, your assigned duty station will be Washington, D.C with the option to telework from an approved telework site within the locality pay area of Washington, D.C./Baltimore/Arlington while future headquarters is being built. Upon completion of the new headquarters offices in Suitland, MD, you will be required to report onsite to the Suitland Federal Center for some portion of each pay period after receiving notification to do so.

This position serves as the head of the Project Management Office (PMO) in OTSP. The head of PMO interacts with OTSP project offices to implement a project management strategy that aligns with business objectives and priorities. Duties include but are not limited to the following:

  • Leads, plans, and manages the ongoing activities of PMO to track IT projects throughout OTSP.
  • Works with other managers in the overall initiation and integration of project management across OTSP. Projects are initiated to meet customer expectations and further the objectives contained within OTSP's strategic plan and include the development and implementation of project artifacts.
  • Serves as a key member of the senior planning staff for OTSP, making substantial contributions to long- and short-range planning regarding project development. Collaborates with the OTSP front office and other senior-level officials on projects and program planning, development, and execution.
  • Manages the tracking of IT projects per approved project plans and oversees information distribution, team development, and quality assurance activities. Communicates the status of the project and program portfolio to relevant stakeholders.
  • Establishes performance goals, assigns work, tracks achievements of staff, appraises employee performance, provides technical and managerial direction to subordinate staff, approves employee leave requests, and reports to senior management and program managers. Serves as the initiating official for personnel actions and the requesting official for procurement actions.
  • Conducts administrative closeout activities upon completion of project efforts. Archives official project files per records management requirements and regulations. With program and project office staff, conducts post-mortem reviews and documents lessons learned.
  • Provides expert consultation and technical guidance to executives in all areas of Advanced Technology including resource planning, policy, budgeting, management, internal controls, analysis, performance measurement, and evaluation.
  • Provides expert-level guidance in the assigned functional areas and guides the development and management of plans and systems in an environment of rapidly changing technology, and changing legislation, program, and mission demands and requirements.

Minimum Qualifications

Experience

IT-related experience; experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Experience must have demonstrated each of the four competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. An experience indicator at this level includes planning, prioritizing, and organizing project/program requirements.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. An experience indicator at this level includes in-depth analysis and resolution of complex problems such as assessing customers' needs and tailoring information about products and/or services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. An experience indicator at this level includes orally justifying decisions, conclusions, findings, and/or recommendations in a professional setting such as orally presenting project/program-related information to engage in open and constructive discussions and sharing of information.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. An experience indicator at this level includes gathering and analyzing facts, drawing conclusions, and developing recommendations/identifying alternatives to solve complex problems such as utilizing various sources to conduct research to determine proper alternatives and providing recommendations to resolve project/program-level issues that impact the work and outcomes of an organization.

AND

Specialized Experience

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, i.e. GS-14, in the Federal Service. Specialized experience is defined as the following:

  • Extensive IT Project Management experience providing products and/or services. This level of experience must have demonstrated the full range of IT Project Management and responsibility for defining the scope, determining required resources, risk management, defining requirements for deliverables, quality control and assurance, evaluating the effectiveness of completed projects, and financial management.

Education

Education may not be substituted for experience at this level.
