Help

Major Duties:

  • Works with client agencies to establish the scope, schedule and budget and to define the technical and contractual requirements to address client needs.
  • Develops acquisition strategies; prepares statements of work and government estimates; evaluate proposals; monitors contractor performance; and prepares modifications and contract changes.
  • Manages IT projects that cover all phases of the systems life cycle from requirements through development, deployment, operations and management, and sustainment.
  • Performs contract/task order pre-award and post-award administration duties.
  • Tracks funding, monitors utilization of client funds, verifies billings and approves/rejects invoice payments.
  • Analyzes the technical and economic feasibility of IT solutions.
  • Interprets technical requirements and furnishes technical advice and direction.
  • Makes recommendations that influence the delivery of critical services.
  • Develops and maintains productive partnerships with client agency representatives, industry partners and GSA associates.

The GS-14 salary range starts at $99,908 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. Locality pay does not apply in the overseas area. Locality rates of pay will not be used for pay setting when transferring to the overseas area.  

To qualify, you must have at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:

IT Specialist Competency Requirements:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to your experience demonstrating the four competencies above, you must have one year of specialized experience equivalent to the next lower grade level (GS-13) or equivalent in the federal service. Specialized experience is performing project management for IT or Professional Services projects to include: providing technical and acquisition advice; analyzing and developing technical customer requirements formulating and executing budget and project schedules performing contract administration and procurement tasks including monitoring contractor performance identifying and resolving acquisition problems/issues; coordinating with multiple project stakeholders.

Overseas Position

Selectees MAY receive certain foreign area benefits such as: Post Allowance, Living Quarters Allowance (LQA), Temporary Quarters Subsistence Expenses (TQSE), Education Allowance, Home Leave, and any other allowance or benefits to the employee, as allowed by regulation and GSA Overseas Employment policy.  

This is a time-limited overseas assignment. The initial tour will be 36 months and may be extended.

Upon completion of this time-limited overseas assignment, you will return to the continental U.S. in the same or another similar position of equivalent grade and pay

If selected, you will be required to sign a GSA 5040 form, Overseas Employment Service Agreement service agreement if relocation expenses are paid. 

An Overseas Renewal Service Agreement, GSA 5042 form, may be required for the purpose of Home Leave and Renewal Agreement Travel (RAT). The GSA Form 5042 is used to extend the initial overseas tour.

Prior to relocating to the overseas duty station, there may be an orientation period in the U.S., subject to management discretion. This will be scheduled by your HR contact and will allow you the time needed for onboarding and completing onboarding tasks such as mandatory or job specific training, reviewing and enrolling in benefits, processing your no fee official or diplomatic passport and visa application, receiving your laptop, badge, cell phone, organizing your upcoming move, and more. During this orientation period situational or regular telework may be authorized.

If selected, you MAY be assigned to a dual status (i.e. dual appointment) position with the Department of Defense. The dual status employee and their eligible dependents will thus be entitled to the same privileges, exemptions and immunities as other DoD civilian employees and their dependents assigned as applicable to Stuttgart, Germany.

  • Skill in managing multiple, complex IT and/or professional services' projects concurrently for a wide variety of user agencies.
  • Knowledge of current and emerging IT systems and design, architecture, development, and emerging technologies.
  • Ability to design effective solutions to meet customer agency complex IT and/or professional services requirements, using acquisition knowledge to recommend acquisition strategies and advise customers on appropriate government contracting vehicles.
  • Knowledge of the systems acquisition lifecycle and acquisition policies that apply to formulating and executing acquisitions.
  • Skill in analyzing complex mission requirements and applying information technology to efficiently and effectively meet requirements.
  • Ability to work with clients and customers to assess their needs, provide assistance, resolve their problems, satisfy their expectations, and commit to quality service
