THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense.

Duties

Help
  • You will support operations and mission planning as well as forensic studies around the world for the Navy, U.S. Department of Defense, Allied forces and other National Agencies.
  • You will perform a wide range of assignments of considerable difficulty and complexity in atmospheric and surface oceanographic climatological analysis and forecasting.
  • You will act as Government expert on climatology in hearing and/or investigative actions.
  • You will participate in inter-agency working groups or committees to provide authoritative technical perspective in the area of operational climatology.
  • You will perform appropriate statistical procedures, create technical and scientific products, and distribute the operational product along with an interpretation based on the operational needs of the customer.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.
  • This position requires occasional evening and weekend work.

Qualifications

GS-12:

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Evaluating and implementing forecasting practices, methods and techniques for weather analysis and prediction.
  • Evaluating Meteorology and Oceanography (METOC) data to make Meteorology and Oceanography (METOC) products.
  • Utilizing advance programing languages (such as Python, Perl, MATLAB, and shell scripting) on advance operating system (such as Linux) to manipulate and visualize large scientific datasets.
  • Applying Meteorology and Oceanography (METOC) data to make assessments of the climate system, climate oscillation, and global teleconnections
GS-11:

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Interpreting climate oscillations associated with global teleconnections.
  • Utilizing different program languages such as python or UNIX shell scripting to prepare Meteorology and Oceanography (METOC) products.
  • Making operational recommendation on general meteorological conditions.
  • Assisting in forecasting practices, methods and techniques for weather analysis and prediction.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess.

Basic Requirements:

  1. Degree: meteorology, atmospheric science, or other natural science major that included:
    1. At least 24 semester (36 quarter) hours of credit in meteorology/atmospheric science including a minimum of:
      1. Six semester hours of atmospheric dynamics and thermodynamics;*
      2. Six semester hours of analysis and prediction of weather systems (synoptic/mesoscale);
      3. Three semester hours of physical meteorology; and
      4. Two semester hours of remote sensing of the atmosphere and/or instrumentation.
    2. Six semester hours of physics, with at least one course that includes laboratory sessions.*
    3. Three semester hours of ordinary differential equations.*
  • At least nine semester hours of course work appropriate for a physical science major in any combination of three or more of the following: physical hydrology, statistics, chemistry, physical oceanography, physical climatology, radiative transfer, aeronomy, advanced thermodynamics, advanced electricity and magnetism, light and optics, and computer science.
* There is a prerequisite or corequisite of calculus for course work in atmospheric dynamics and thermodynamics, physics, and differential equations. Calculus courses must be appropriate for a physical science major.

Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.

There is no educational substitutions for basic requirements and specialized experience for GS-12.

GS-11:
There are no educational substitutions for basic requirements. Basic requirements are required for this position. However, the following are educational substitutions for specialized experience.

Successful completion of a Ph.D. or equivalent doctoral degree.
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
A combination of experience and graduate education as described above that equates to one year of experience.
