Summary

As a Supervisory Information Technology Specialist (SYSANALYSIS), you will serve as a senior IT expert in systems analysis managing and directing multiple highly complex, innovative IT systems projects and initiatives.

Location of position: General Services Administration (GSA), Federal Acquisition Service, Technology Transformation Services (TTS), Office of TTS Delivery, Technology Operation Division.

Help

Applies analytical processes to the planning, design, and implementation of new and/or improved/enhanced information systems to meet the business requirements of customer agencies.

Performs needs analyses to define opportunities for new or improved business process solutions; consults with customers to identify and specify requirements; develops overall functional and systems requirements and specifications; conducts business process reengineering; conducts feasibility studies and trade-off analyses; prepares business cases for the application of IT solutions.

Applies expert technical IT systems analysis and related software knowledge to consult with and advise customer agencies in modern software development methodologies, tools, techniques, and ways of thinking to create enduring change and to spread the adoption and application of innovative IT tools and techniques throughout government.

Consults with agency partners to identify creative solutions that support administrative priorities and agency practices to refine functional requirements and translate them into user stories and technical specifications.

Develops user-centered requirements, specifications, and/or user stories for systems that meet business requirements; advises on the merits of proposed IT systems development initiatives and projects; and applies structured systems analysis approaches to the design and development of new or enhanced applications.

Assigns, communicates, and plans work assignments with each staff member, in conjunction with development of performance standards.

Decides the methodologies to use in achieving work goals and objectives.

Provides coaching, mentoring, and sponsorship to others in the organization, tailoring approaches to the needs of individual employees.

Stewards the organization’s professional development, including identification of appropriate training, developmental assignments, and/or details.

Collaborates with executive and other management and staff within customer agencies/organizations and other stakeholders to define program operations priorities, evaluate feasibility, and manage opportunities/risks to maintain a balanced portfolio of projects, initiatives, new and/or improved/enhanced information systems, business process solutions, and systems.

Represents the agency, program office, and/or employing organization at technical symposia, conferences, and similar gatherings.

Serves on agency, interagency, and technical society committees of national importance as a recognized authority in systems analysis and modern IT best practices.

  • Serve a one year probationary period, if required.

  • Serve a one year supervisory or managerial probationary period, if required.

The GS-15 salary range starts at $136,908 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. 

Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-14 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).
  • Customer Service - This skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is:

  • Experience with agile or iterative development methodologies;
  • Leading a team that provides or supports delivery of modern IT product(s), platform(s), or service(s);
  • Building alignment with stakeholders; and
  • Supporting the overall planning, management, and direction of a program or of projects.

  • Expert skill in  identifying, developing, delivering, and/or supporting introduction of new technologies to rework IT business practices and delivery.
  • Mastery of and expert skill in performing user-centered needs analyses to define opportunities for new or improved business process IT systems solutions (i.e., software, applications, programs, and/or services); consulting with partnering agencies to identify and specify requirements; developing overall functional and systems requirements and specifications. Mastery of and skill in applying systems analysis concepts, principles, and practices to improve IT systems quality, accurately identify and represent customer requirements, present recommendations for adoption of new methodologies.
  • Skill in leading, teaching, mentoring and coaching staff members and newcomers in new emerging programs and processes.
  • Ability to communicate effectively both written and orally to facilitate understanding to build and maintain business relationships with employing agency, personnel, customer agencies, stakeholders, and other involved parties at various levels throughout the product life cycle.
  • Expert knowledge to formulate and present findings in reports, status documents, and various communications, which foster understanding and acceptance of findings and recommendations; and build consensus through compromise, gain cooperation from others, and facilitate mutually beneficial outcomes.
