As a Supervisory Government Affairs Specialist, you will perform the following duties:
Serves as the immediate supervisor of the Government Affairs Branch. Responsible for all supervisory functions such as planning and assigning work, evaluating performance, providing advice, recommending personnel actions, resolving complaints, effects discipline, identifies training needs, etc.
Develops, updates, and executes legislative strategy for the agency.
Oversees the development of outreach strategies to various stakeholder communities.
Represents OLPA and NSF on legislative matters impacting the agency, often dealing with a wide range of science and technology policy topics.
Oversees the analysis and develops recommendations on the appropriations portion of the legislative process.
Oversees the development of budget and outreach materials, Congressional updates, fact sheets, informational reports, presentations, official correspondence, position papers, testimony, white papers, and others.
Directs and oversees the planning of legislative-related briefings and meetings; special events; and briefings for Members of Congress and Congressional staff.
Oversees the Congressional correspondence and reporting systems, award notification system; and recommends ways to improve the efficiency/effectiveness of these systems/processes.
Participates in and represents NSF at meetings with the White House, National Security and Intelligence agencies, and Congress.
Develops and maintains relationships with internal and external stakeholders to include Members of Congress, Congressional Staff, senior officials from the Office of Management and Budget (OMB) and other government agencies, leadership from non-federal entities such as academic and private sector organizations, and various senior leaders internal to NSF.
Selectee will be required to have a background investigation prior to onboarding.
Selectee may be required to serve a 1-year supervisory probationary period.

Qualifications
To qualify at the GS-15 level, you must have one year of specialized experience equivalent to the GS-14 level in the federal service developing, updating, and implementing the legislative strategy and activities for an organization. Specialized experience is defined as experience serving as a senior level legislative expert directly supporting an agency/organizational Head or member of Congress, and have had extensive experience working with authorization and appropriation committees in the federal government.
In addition to possessing the basic qualifications above, you must meet the following selective factor in order to be considered. I have experience working within the legislative process and with a broad range of stakeholders to advance science and technology policy.
Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.
