Duties

Help

The incumbent of this position functions as the Employee Relations Specialist (ERS) responsible for providing leadership, advice, and guidance for the corporate day-to-day activities and operations of the OIG's employee relations and performance management programs in accordance with applicable Federal laws, regulations, standards, procedures, and policies of the U.S. Office of Personnel Management (OPM), the Equal Employment Opportunity Commission (EEOC), the Merit Systems Protection (MSPB), the Office of Special Counsel (OSC), the Office of Management and Budget (OMB), the Comptroller General, and the Department of Labor.

1. Directs the OIG's program on employee performance.

2. Develops and conducts training of supervisors and OIG employees on employee relations and performance management issues.

3. Provides immediate advice, guidance, or clarification for ER inquiries interpreting and applying an in depth understanding of policy, employment law, and other regulations.

4. Provides authoritative interpretation, information, policy guidance, advice, training, coaching, and other assistance on the full range of employee relations problems and issues.

5. Participates in the development and presentation of training courses and other training tools to develop communication and counseling skills for management.

6. Exercises supervision and direction for Branch of Employee Relations and Personnel Security Staff. Represents and speaks authoritatively for the Human Resources Director, DHRM and the OIG in discussions and meetings with OPM, and other outside organizations and individuals.

7. Oversees the OIG Security and Suitability Program and coordinates with the agency official on personnel security matters Personnel Security staff are unable to resolve independently. Acts as the OIG liaison for the DOL Drug-Free Work Place program.

Qualifications

You must meet the Basic Requirements listed in the Education Requirements section and the Specialized Experience to qualify for the Supervisory Human Resources Specialist (Employee Relations) position as described below.

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service. These requirements must be met within 30 days of the announcement closing date.

For this position specialized experience is defined as handling the full range of employee and labor relations matters to include advising management regarding complex disciplinary and adverse actions and grievances; reviewing and drafting proposals and decisions of disciplinary and performance-based actions; and developing and delivering employee relations and performance management policy, guidance, and training within the agency. Experience with federal security/suitability program work that has provided advanced working knowledge of interpreting federal human resources policies and determining their effect on that program.

Education

There is no substitution of education for the required specialized experience at the GS-14 level.

This position is at the Full-Performance Level (FPL).

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states: Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interest and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Supervisory Financial Disclosure (If applicable): This position is subject to the confidential financial disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). Therefore, if selected, you will be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest(s) and your prospective position with DOL. This information will be required annually.
