Summary

There are two Program Analyst vacancies located in the Executive Office in the Bureau of East Asian and Pacific Affairs and Regional Security Policy (EAP/RSP), one Legislative Affairs and one Program Management position.  The Legislative Affairs position serves as the bureau expert on legislative affairs and facilitates the bureau’s engagement with Congress; the Program Management position serves as the bureau expert on organizational policies and procedures for program management.

Duties

Help
  • Guides and facilitates EAP principal engagement with Congress and coordinate the analysis of key legislation.
  • Interprets government-wide legislation and regulations as well as Departmental policies affecting areas of responsibility and assesses their impact on Bureau program activities, takes or recommends actions to achieve organizational objectives.
  • Provides oversight and coordinating the identification, analysis and issuance of policies with managers and top level officials of the Bureau.
  • Develops, implements and monitors sophisticated management information systems that focus on the Bureau’s progress in executing long and short range plans , implementing policies, and managing programs.
  • Advocates Bureau views and policy positions, takes note of opposing points of view, and develops oral and written reports for Bureau management.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. 

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience managing, implementing, coordinating, and overseeing foreign assistance programs.
  • Experience managing the development and implementation of Congressional engagement plans, assessing legislative trends, and analyzing draft legislation.
  • Experience developing an organization’s policies, issuances, and directives. 

There is no substitute of education for specialized experience for the GS-13 position.
