Duties

Help
  • Plan, organize, coordinate, and carry out annual and multi-year budgeting in support of assigned appropriations, bureau(s), or major bureau components or programs.
  • Review, analyze, consolidate, and revise budget execution plans. Advise program and other managers of the necessity for and type of budgetary action to be implemented to meet their particular programmatic requirements.
  • Develop cost-benefit and other analysis for recommending changes in funding and budget plans, and highlights the impact, including out-years, on programs, projects, or activities.
  • Review and analyze requests for apportionments, transfers, and allotments for accuracy of technical treatment and format, mathematical accuracy, adequacy of supporting narrative documentation, and conformance with budgetary policy and guidelines.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. 

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience in budgetary requirements and activities to maintain oversight and control over assigned areas of responsibility.
  • Experience analyzing and comparing program content, conducting cost-benefit analysis of alternative budget and program actions.
  • Experience formulating, justifying and executing budgets for a program or function area.
  • Experience researching and interpreting Congressional and legal authorities.

There is no substitute of education for specialized experience for the GS-13 position.

Your qualifications will be evaluated on the following competencies:

  • Ability to develop annual budgets and/or multi-year program estimates
  • Knowledge of preparing budget documents for submission
  • Ability to perform quantitative and qualitative analysis and evaluation
  • Ability to develop and apply financial management techniques
  • Knowledge of computer systems and software to enhance financial management and planning
  • Ability to communicate in writing
