Summary

This position is located within the Economic Research Services (ERS) at the Web Services Branch. The selectee is not required to report to a government office, however, the option to work in one of the Agency offices may be available.

In this position, you will work individually and as part of a team to design, develop, and implement website systems, software, and applications in various programming languages such as PHP and C#.

Duties

Help
  • Research, evaluate, design, develop, and implement website systems, software, and applications required in economics and social research and publishing, and devise improvements in existing systems.
  • Operate as an expert in various programming languages such as but not limited to PHP and C# and platforms such as ASP.NET Core and Docker.
  • Adapt to frequent changes in the IT landscape to meet organizational and project requirements and deadlines.
  • Maintain expertise in software and applications development as a foundation for sound evaluations and implementations.
  • Evaluate commercial, government, and academic support systems and data resources including commercial cloud computing systems, public and restricted data, and Agency and Department IT systems.
  • Develop utilities to enhance staff productivity by streamlining and automating data integration, visualization, and analysis procedures.
  • Continuously examine new technology and makes recommendations regarding the suitability and effectiveness of systems in the Agency environment.
  • Develop and write complex computer/software programs and applications for projects utilizing Agency current products and techniques, and incorporating standards for data, security, user and programmer documentation, and programming.
  • Develop specifications on projected workload frequencies of operation and required time constraints. Technical approaches and processes are developed, implemented, and maintained in a fast changing technical and program delivery environment.
  • Manage projects throughout the modern software development lifecycle practices. Monitor and evaluate application systems and procedures which support the Agency's IT environment to identify trends, and to provide recommended enhancements.
  • Modify complex software developed inside and outside the Agency to improve efficiency, to gain additional capabilities and to provide interface with Agency computer models, database management systems, web, and/or application systems.
  • Prepare and evaluate system requirements, plans, criteria, and programming specifications.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience designing, developing, and implementing web systems, software, or applications; developing and coordinating IT plans and projections to achieve program objectives; and coordinating and executing all aspects of web and product development functions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
