Summary

This position is located in the Office of Real Property Management, (A/OPR/RPM), Deputy Assistant Secretary for Operations, Bureau of Administration, in the U.S. Department of State. The Office of Real Property Management (RPM) provides a complete range of real property management services to the Department. These services include planning, design and construction of major domestic building projects and the negotiation and overseeing of space assignments of all domestic real property.

Duties

Help
  • Provides oversight and coordinates the identification, analysis and issuance of policies for the RPM Project Management program.
  • Plans, formulates, implements, and monitors sophisticated management programs that focus on RPMs progress in executing long and short -range plans, implementing policies, and managing programs.
  • Leads, coordinates, implements, or oversees major Project Management initiatives for RPM.
  • Interprets government-wide legislation and regulations as well as Departmental policies affecting areas of responsibility and assesses their impact on RPM program activities.
  • Plans, develops, and coordinates management planning through briefings, presentations and conferences for executive level management.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience performing statistical analyses and reviewing, evaluating, and monitoring programs or projects.
  • Experience performing data modeling, mining, database administration and presenting results to senior level officials or management.
  • Experience using results and briefing executives and stakeholders on findings and providing recommendations.
  • Experience utilizing an Integrated Workplace Management System (IWMS) software/platform, such as Archibus, to manage building information modeling and CAD design software.

There is no substitute of education for specialized experience for the GS-14 position.
