Summary

This position is located in the Office of Public Affairs and Consumer Education (OPACE) for the Food Safety and Inspection Services (FSIS). The primary mission of OPACE is to effectively communicate with the public, media, other Government agencies, and public and internal audiences about food safety issues and FSIS programs and activities. OPACE is responsible for educating the public about safe food handling practices to help reduce the occurrence of foodborne illness.

Duties

Help
  • Designing layouts for publications, fact sheets, posters and other visual materials.
  • Conceptualizing, designing, creating, and editing professional, detailed illustrations, charts, graphics, motion graphics, modern videos (including animation), 3D images, and sketches.
  • Using computer systems and software programs to electronically generate visuals and enhance photo and video images.
  • Advising customers on the technical advantages and disadvantages of various formats, styles, media and methods of reproduction to best meet the objectives of each project.
  • Independently evaluating work projects for proper selection of medium, software, equipment, procedures, and digital imaging techniques.
  • Produces creative graphic design work in conjunction with scientists, veterinarians, administrators, and other staff to create visual forms that convey intended messages to audiences through illustrations, websites, infographics.
  • Creating storyboards and scripts, and shooting and editing videos for use on digital platforms.
  • Other duties as assigned.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level.).

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience:

Specialized Experience: You must have at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service performing duties which include:

  • Advising on the conceptualization, planning and execution of graphics, illustrations, and/or other visual products.
  • Providing guidance on the look and feel of an organization's visual communication products.
  • Planning, designing, and producing unique high-profile multimedia products for outreach campaigns, including graphics, illustrations, videos, and motion graphics, to communicate an organization's overall public affairs message.
  • Experience with a wide range of graphic/visual information practices, concepts and principles to coordinate and complete visual information assignments and provide technical advice and recommendations on visual information assignments.
  • Ability to plan unique multimedia projects, translate broad concepts in order to design and implement the most effective methods of communicating the objectives and goals into visual information.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
