Summary

The Office of Consular Systems and Technology supports the Bureau of Consular Affairs (CA) information technology efforts through the design, development, deployment, and maintenance of consular information technology systems, databases, and infrastructure. This position is assigned to the Production Service Design & Development Division (CA/CST/PSDD), the New Service Design and Development Division (CA/CST/NSDD), and the Service Integration and Innovation Division (CA/CST/SII).

Duties

Help
  • Conducts comprehensive analyses to determine technical requirements for new and updated applications software
  • Ensures the rigorous application of information security and information assurance policies, principles, and practices to develop and deliver application software
  • Implements, administers, and coordinates IT acquisition efforts for the assigned portfolio
  • Analyzes and defines data requirements and specifications leading to the design and development of databases
  • Plans, organizes, and manages complex IT projects; exercising responsibility for plan and schedule development, estimating requirements, defining milestones, deliverables, deadlines, completion timeframes, and more

Qualifications

This serves as public notice for the use of OPM's Direct Hire Authority. Applicants who meet the qualification requirements will be forwarded to the selecting official for consideration. Applicants must meet all the qualification requirements described below by the closing date of this announcement.

Applicants applying for the GS-12 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

  1. Attention to Detail - exercises direct accountability for analyzing and refining systems requirements;
  2. Customer Service - working with customers to test applications
  3. Oral Communication - articulates and communicates to contractor project managers, the assignment, project, or problem to be solved, actionable events, milestones, deadlines and timeframes for completion
  4. Problem Solving - ensuring the rigorous application of information security/information assurance policies

AND Have at least 1 full year of specialized experience equivalent to the GS-11 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience with application software development, and managing Application Software development teams and projects
  • Experience with project management in planning, procurement, execution, and completion of a project
  • Experience with application of information security/information assurance policies, principles, and practices
  • Experience in analyzing data requirements, data standards and policies; or IT architecture

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

There is no substitute of education for specialized experience for the GS-12 position.

Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

  1. Attention to Detail - leads the identification and application of data security requirements
  2. Customer Service - oversees the planning, implementation, and administration of secure workstations 
  3. Oral Communication - advises and assists other IT Specialists
  4. Problem Solving - serves as a Subject Matter Expert in data management and cybersecurity

AND Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience with application software development, and managing Application Software development teams and projects
  • Experience with project management in planning, procurement, execution, and completion of a project
  • Experience with rigorous application of information security/information assurance policies, principles, and practices
  • Experience with new and emerging information systems cybersecurity trends, developments, and issues
  • Experience advising and consulting with end-users in their identification and evaluation of functions

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
