Summary

As a Program Analyst, you will serve as a Portfolio Manager and exercise responsibility for a wide variety of highly complex analytical assignments, monitors a variety of critical projects and ensures operational effectiveness. You will develop and implement a wide range of qualitative and quantitative methods to assess and improve financial and portfolio management.

Duties

Help

  • Own Federal Acquisition Institute’s (FAI) entire Project Portfolio management process and relevant governing standard operating procedures (SOPs), which encompasses requests made by FAI across Operations and Maintenance (O&M) and Project activities. Ensures data accuracy and timely updates of tracked items by reviewing the portfolio daily and coordinating with FAI team members. Leads the production of necessary templates, SOPs, and presentations to drive continuous improvement of FAI Portfolio Management processes and tools.
  • Collect annual funding requirements from the FAI Project Portfolio and FAI team members, drafts annual budget spending plan, works with FAI leadership to make funding trade-offs as appropriate, and prepares final spending plans for presentation to FAI Board of Directors and Office of Federal Procurement Policy (OFPP).
  • Serve as the FAI Subject Matter Expert (SME) on the Acquisition Workforce Training Fund (AWTF) Collections Process and coordinates with Office of the Chief Financial Officer (OCFO) on a regular basis to monitor collections and ensure all appropriate agencies are contributing. Tracks and manages funding from non-AWTF sources (e.g., OFPP, GSA) for special projects. Works with FAI leadership, OCFO, and OGC to explore options for collecting funds from agencies.
  • Participate in strategic planning efforts and the development of performance measures and in the implementation of action plans and achievement of FAI goals and objectives. 
  • Attend meetings with vendors and FAI team to drive conversations and actionable next steps of portfolio items. Facilitates monthly vendor roadmap meetings and manages vendor workload as directed by the portfolio priorities.

The GS-14 salary range starts at $116,393 per year. Locality will be determined upon selection. 

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience directing, coordinating, and managing financial operations activities related to financial management. This experience must include reviewing, analyzing, and evaluating financial operations within an organization and recommending improvements to management, implementing financial policies and procedures, and utilizing qualitative and quantitative techniques to determine the financial viability of program initiatives.

Bargaining Unit Status: This position is ineligible for the bargaining unit.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  1. Knowledge of the occupational area of specialization, its governing laws, regulations methodologies and/or policies to provide sound and authoritative technical guidance on all issues related to the assigned program.
  2. Knowledge of budget formulation and execution, contracting processes, financial management and statistical techniques when such work involves analysis, consideration, or evaluation of the substantive aspects of and the interrelationship among programs as they relate to long range planning of programs and objectives.
  3. Ability to track and manage funding from a variety of sources for special projects. Ability to develop budget and funding allocation related documents.
  4. Knowledge of program analysis techniques and the ability to apply that knowledge to a wide variety of analytical studies, projects, and planning.
  5. Skill in oral communications to present sensitive recommendations to higher authority, to obtain
    compliance with policies from activities nationwide, to articulate positions/policy of vast technical complexity and to represent the agency on task forces.
