Summary

As an IT Project Manager, you will be responsible for building, operating and maintaining business systems supporting the FAS acquisition community.

Location of position: GSA IT, Center for FAS Acquisition Systems, FAS IT Modernization Platforms Service Division (IDQBB) . This is a virtual/remote duty location  that will be determined after selection.

Duties

Help

The Center for Acquisition Systems Support builds, operates and maintains business systems supporting the FAS acquisition community, customer agencies and vendors. IDQBB also supports GSA IT with greater Cloud adoption, leveraging/reusing existing technical assets and processes, and improved cost visibility

You will be responsible for performing the following duties:

  • Serve as a Project Manager for multiple high velocity information technology (IT) projects.
  • Develop detailed project plans, tasks, schedules, and identifies milestone dates to ensure proper sequencing of events, work efforts, and resources to accomplish objectives.
  • Plan, coordinate, lead, manage, and evaluate projects to improve effectiveness and efficiency, and identifies and analyzes problems and proposals for automated solutions to data-processing problems and designs and implements improvements to systems.
  • Analyze the impact of technological change on the IT Infrastructure caused by the introduction of increased facilities or new technologies and mitigate any negative consequences by designing and implementing technical solutions.
  • Review technical requirements, designs or conducts analytical studies, cost-benefit analyses or other research to determine types of services required and appropriate contract vehicle.
  • Work closely with project stakeholders in consultation to define project scope (requirements), tasks to be performed, deliverables, and schedules to ensure appropriate interests are represented, functional requirements are included in analyses and designs, business practices are addressed and/or redesigned, and incorporates stakeholder feedback.
  • Determine project requirements, provides expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues.
  • Consider the impact of acquisition regulations, strategies, policies, and processes pertaining to information technology project management strategies and utilizes the information obtained to create optimized solutions.
  • Monitor and manage contractor performance and advises the contracting officer of performance related issues.
  • Use estimating techniques to develop independent cost estimates for projects.
  • Forecast and track costs to effectively manage project funding.

The GS-14 salary range starts at $116,393.00 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.

Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-13 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant investigates and evaluates “state of the art” technology of the industry.
  • Customer Service - This skill is generally demonstrated by assignments where the applicant confers with users to evaluate the effectiveness of, or identify the need for, computer programs or management systems.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant persuades others to take a particular course of action or to accept findings, recommendations, changes, or alternative viewpoints.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant identifies and accommodates technology and resource constraints.

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is defined as experience in developing, implementing, and/or overseeing multi-year IT projects to include project selection, prioritization, evaluation and monitoring, cost schedule management, risk management, quality assurance, and resource allocation.

  1. Knowledge of project management techniques, requirements, methods, procedures, and regulations to analyze, evaluate, and make recommendations on IT projects.
  2. Knowledge of Cloud Solutions and the agile software development process and agile methodology techniques sufficient to manage the progress of several concurrent projects of high-velocity.
  3. Knowledge of IT theories, principles, concepts, standards, and practices to develop new theories, concepts, principles, standards, and agile methodology techniques.
  4. Knowledge of Office of Management and Budget (OMB) financial reporting requirements, Portfolio Management, and Enterprise Architecture as it relates to an IT portfolio of projects.
  5. Skill in written communication to prepare documents to conduct briefings and give informal presentations to senior management officials and other diverse audiences on controversial issues and concepts.

  7. Skill in providing customer service to develop and maintain relationships with a diverse range of internal and external customers. Knowledge of IT/contract acquisition processes as it pertains to IT project management strategies and utilization to create optimized solutions.
