Summary

As a Program Manager (Login.gov Operations Lead), you will plan, manage, direct, and coordinate projects and initiatives related to Login.gov.

The position is located in the General Services Administration (GSA), Federal Acquisition Service (FAS), Technology Transformation Services (TTS), Office of Solutions, Login.gov Division. This division supports all activities related to Login.gov authentication.

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Help

Program Management

Reviews and monitors resource allocations, financial models, guidelines (e.g., policy, regulations), and monitors requirements for operations, including personnel and financial resources.

Sets objectives and measures accomplishments on periodic (e.g., annual or longer) basis by actively engaging in the development of significant and complex program budgets (e.g., over $100M/year), strategic plans, long-range goals, annual objectives, and strategies to meet the goals of Login.gov.

Ensures plans/strategies are linked and coordinated between related Login.gov branches, GSA/TTS initiatives, and associated operations to ensure service delivery.

Conceives, initiates, and monitors guidelines (e.g., policies), program segments/operations, projects, and studies dealing with the most challenging problems to improve and maintain the currency, efficiency, effectiveness, and economy of Login.gov business operations.

Plans and conducts a wide variety of program management work in the full array of areas of program business operations of outstanding scope, difficulty, and complexity in facilitating execution of the overall division mission.

Monitors technical aspects of broad programmatic actions and related issues to ensure successful completion/resolution and recommends changes, solutions to problems, and/or redirection of efforts, as required.

Program Management Advice and Consultation

Provides advice to generate and develop new theories of program components to explore new state-of-the art approaches, practices, and methodology in efficiency and effectiveness in all program areas of Login.gov operations.

Facilitates partnerships with stakeholders, establishing effective internal and external lines of communications, seeking out and advising executive and other management officials on best practices and coordinating meetings and working groups designed to improve Login.gov program operations.

Advises and consults in confidential administrative management issues, decision-making, meetings, discussions, telephone calls, projects, etc., which require confidentiality, tact, and diplomacy to support program management operations.

  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.
  • Serve a one year supervisory or managerial probationary period, if required.
  • Participate in the Continuity of Operations Plan (COOP), which includes attending meetings and planning activities; and carrying out mission-critical work at a designated location other than your primary work site (which may be outside of your commuting area).

The GS-15 salary range starts at $136,908 per year.

Specialized experience is one year of experience equivalent to the GS-14 in the federal service.

Specialized experience is:

  • Leading the development of significant and complex program budgets in excess of $75M/year.
  • Performing program management, analysis, evaluation, and execution, to include program planning, development, implementation, and improvement of program operations.
  • Reviewing and monitoring resource allocations, financial models, guidelines (e.g., policy, regulations) requirements for operations, including personnel and financial resources.
  • Building, maintaining, and improving strategic relationships by seeking out and advising executive and other management officials on best practices and coordinating meetings and working groups designed to improve program operations.
  • Developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments.
  • Preparing or conducting program-related presentations at a variety of meetings (e.g., work groups, conferences) to executive and other management and staff officials of other entities (e.g., agency budget staff, private-sector firms) to ensure alignment and share progress on program initiatives.
