WHAT YOU'LL BE DOING DAY TO DAY

As an Information Technology Cybersecurity Specialist (PLCYPLN/INFOSEC), you will use your knowledge of and experience with The Office of the Chief Information Officer to optimize business results and customer experience by:

Planning, organizing, analyzing, and evaluating the implementation, performance, efficiency, and effectiveness of a complex Health Sector Cybersecurity Coordination Center, cybersecurity and Department of Health and Human Services projects and program activities.

Conducting in-depth studies, reviews, evaluations, and assessments of issues and proposals assigned; determining the functionality of unique organizational structures and providing necessary and appropriate coordination among key participants for the planning and development of acquisition strategies to meet objectives and mission (i.e., information management systems, human capital, and administrative support, financial and budgeting, etc.).

Drafting cybersecurity and privacy communication policy documents on information technology (IT) issues such as the implementation of emerging technologies including identification and interpretation of industry standards and practices.

Supporting and coordinating or participating in projects related to IT, cybersecurity, and privacy communication services and solutions (systems) including studies and research.

Ensuring the confidentiality, integrity, and availability of systems, networks, and data through the planning, analysis, development, implementation, maintenance, and enhancement of information systems security programs, policies, procedures, and tools.

WHAT WE ARE LOOKING FOR

MINIMUM QUALIFICATION REQUIREMENT (ALL GRADE LEVELS):

Must have IT-related experience demonstrating each of the four competencies listed below:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

GS-11 GRADE LEVEL ADDITIONAL QUALIFICATION REQUIREMENT:

Must have at least one year of specialized experience equivalent to the GS-09 grade level in the Federal service performing at least three (3) of the following tasks:

1. Contributes to the preparation and dissemination of written materials by drafting talking points, fact sheets, briefing materials, memoranda, and other materials for use in conducting, facilitating, and supporting external outreach, briefings, events, meetings, and speeches.

2. Assists in the development of effective and sustainable policies and procedures consistent with Cybersecurity mission requirements.

3. Monitors strategic information designed to fill the informational gaps in existing strategic information and drafts appropriate Requests for Information (RFI) to address these information needs.

4. Works cooperatively, to research, review, interpret, evaluate, and integrate data, and other sources of unclassified data, plans, or products pertaining to public health cybersecurity.

5. Applies knowledge of data management software (e.g. Salesforce, PowerBI, etc.) for planning and reporting.

OR

Must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M, if related to the position. NOTE: Must submit transcripts if using education to meet the additional qualification requirement for this grade level.

OR

Must have a combination of education and experience to meet total qualification requirements for the above grade level. The total percentages must equal at least 100 percent to qualify for this grade. NOTE: Must submit transcripts if using education to meet the additional qualification requirement for this grade level.

GS-12 GRADE LEVEL ADDITIONAL QUALIFICATION REQUIREMENT:

Must have at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service performing at least three (3) of the following tasks:

1. Conducts analysis, interpretation, evaluation, integration, production, and dissemination of cybersecurity products including but not limited to briefings, white papers, sector alerts in support of the needs of each sector.

2. Independently coordinates, monitors, and integrates specific cybersecurity trends and patterns and prepares the information for key leadership personnel.

3. Determines how to allocate resources and identify programs or infrastructure that are required to achieve desired goals within domain of interest.

4. Drafts time-sensitive memoranda for review by senior and executive staff regarding topics related to current cybersecurity policy issues, stakeholder activity and policy development.

5. Utilizes data management software (e.g., Salesforce, PowerBI, etc.) for planning and reporting.
