Help

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. If you are selected for this position, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to telework one or more days a pay period depending upon the terms of the agency’s telework policy. The duty station will be determined upon selection and must be a physical address (not a PO Box) located within approximately a 50 miles radius of the geographic areas listed/described.

As an Accountant, you will be performing the following duties:

  • As an Accountant in the Division, the employee independently plans and performs a variety of work assignments/projects and analyzes and/or evaluates program operations in areas such as accounting transactions, problems, reports, systems, and other related areas that can have an impact on the effectiveness of the Division meeting its goals and objectives.
  • Creates, submits and reviews reports from complex data systems as required by senior management, financial managers, program offices, or customers.
    Processes and monitors complex accounting transactions into the financial system including corrective adjustments to abnormal balances or variances as identified within the SGL.
  • Serves as a central point of contact for professional and technical guidance and/or advice to team members, program offices, client agencies and vendors.
    Supports branch and division customer service programs, resolving customer requests, issues, and problems.
  • Performs and/or reviews reconciliations of SGL accounts including budgetary and proprietary accounts. Analyzes abnormal balances and recommends and/or processes corrective adjustments.
  • Supports internal and external audits and A-123 reviews by providing data/information on accounting, financial management and related policies, procedures and reports. Provides audit support by reviewing and updating audit walkthrough memos, providing supporting documentation or transactions in response to audit inquiries.

The GS-12 salary range starts at $84025.00 per year. Locality will be determined based on duty location.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.   

This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.

Basic Requirements: You must have either A or B, or C:

A. Degree in accounting.

B. Degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

C. A combination of college level education and experience.

In addition to the Basic Requirements, you must have at least one year of specialized experience equivalent to the GS-11 level in the Federal service.

Specialized experience is defined as experience performing analyses of a high-volume automated accounting system which included complex processing routines.

Bargaining Unit Status: This position is eligible for the bargaining unit.
Relocation-related expenses are not approved and will be your responsibility.  

Travel expenses associated with interviews may be approved. Determinations will be made on a case-by-case basis.

  • Comprehensive knowledge of agency/organization accounting activity policies, goals and objectives to perform assignments, projects, analysis and studies. Applies a wide range of accounting,
    theories, practices, methods, and techniques to ensure the accuracy and integrity of financial information.
  • Detailed, intensive knowledge of his/her assigned accounting area and other areas within the agency's/organization's accounting operations, which includes changes in program guidelines,
    and accounting methods and conflicting data to make recommendations as to what action needs to be taken.
  • Comprehensive knowledge and skill to use qualitative and quantitative analytical techniques to analyze and evaluate issues related to various accounting situations and problems and develop or modify methods or procedures to handle and resolve accordingly.
  • Knowledge of and ability to use applicable agency/organization automated systems such as the complex Pegasys system to analyze and interpret detailed accounting data.
  • Knowledge of internal control programs and related requirements to ensure compliance with established policies, practices, and precedents.
  • Ability to independently and effectively develop sound accounting conclusions and technical judgments and to participate in decision-making sessions and meetings.
  • Professional and comprehensive knowledge of the principles, theories, concepts, practices and techniques of accounting.
  • Proficient knowledge and ability to operate a personal computer and software applications including but not limited to the use of Excel, Word, Access, PowerPoint, and other tools such as query, financial and analysis software. 
  • Ability to communicate effectively both orally and in writing to provide advice, guidance, findings, and recommendations concerning various types of accounting and financial matters to various levels of personnel.
