Summary

This position is located in the Service Transition Division, Office of Consular Systems and Technology Division, Bureau of Consular Affairs (CA/CST/ST). The incumbent serves as the Chief of the Service Transition Division with the authority and responsibility to plan and oversee all ST programs and system transition activities that support broad Bureau and Department information management requirements relating to consular services, border security, and information sharing.

Duties

Help
  • Manages the comprehensive planning and execution of a broad range of cross-cutting IT functions that facilitate the transition of systems and services from design and development to deployment.
  • Develops and updates, as necessary, strategic plans that guide the current and future direction of the assigned program, including program segments.
  • Manages the utilization of funds and contracts and identifies marginal work for termination.
  • Plans, directs, and oversees the work of all Civil Service and Foreign Service employees assigned to the Division through subordinate supervisory or leader positions and/or contractor project managers.
  • Provides authoritative advice and consultation to CST and CA senior leadership on the transition of IT services from inception to production, ensuring that business requirements are met and are sustainable.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. 

Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

  1. Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.
  2. Customer Service - developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs.
  3. Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience.
  4. Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.

AND Have at least 1 full year of specialized experience equivalent to the GS-14 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience in applications design, development, cybersecurity vulnerability analysis and assessment, maintenance, configuration management, and software engineering management processes and enhancements to improve user capability.
  • Experience instituting process improvements for information systems security, enterprise change management, and/or verification (testing) processes of custom-developed systems to enhance the efficiency of transitioning of systems and services from design and development to deployment.
  • Experience in leading others to ensure organizational outcomes can be achieved, to include strengthening the organization’s ability to meet mission outcomes.
  • Experience advising and influencing senior leaders on technical, program, and policy issues, using technical expertise to provide authoritative guidance in areas such as quality management, information security, and enterprise change management to facilitate the transition of IT services from inception to production, ensuring that business requirements are met and are sustainable.

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

There is no substitute of education for specialized experience for the GS-15 position.

  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;
  • Willingness to consider new ideas or divergent points of view; and
  • Capacity to "see the job through."
