This position is located in the United States Patent and Trademark Office (USPTO), Office of the Chief Administrative Officer (OCAO), Office of Administrative Services (OAS), Security and Safety Division. The selectee provides advice and serves as the subject matter expert and authoritative individual to the Director of Security, the Director of the Office of Administrative Services, the Chief Administrative Officer, and the Under Secretary on all aspects of emergency preparedness issues of the most urgent and critical nature.

As an Emergency Management Specialist, this role is the ideal next career step for you if:.

  • You're ready to manage the USPTO's OEP and COOP program to include providing the agency with and maintaining a COOP plan that meets or exceeds current industry standards and complies with Executive Orders, Presidential and National Security Directives.
  • You have the ability to monitor and evaluate legislation affecting emergency preparedness activities and ensuring the USPTO stays abreast of all requirements.
  • You have experience developing detailed emergency plans and procedures to provide emergency assistance to save lives, protect property, and address public health.
  • You can design and provide educational programs for designated COOP, pandemic and Occupant Emergency Program (OEP) personnel/employees/contractors.
  • You have the knowledge and experience in working with the National Incident Management System (NIMS) including the Incident Command System (ICS) at the ICS-400 advanced (agency head) level; the National Response Framework (NRF) to include the FEMA reporting protocols and deadlines.
  • You have the ability to monitor global, national, state, and local events, incidents, and/or threats daily including terrorist, weather and public health emergencies that could impact the agency.
  • You have the essential qualities to represent the agency on emergency management issues with local, state, federal and private sector organizations to further the emergency management mission of the agency; and ensuring that these vital emergency preparedness organizations are in step with the USPTO's strategies and plans.
  • You have strong communication skills to represent the USPTO on various high-level committees and advising senior leadership and all agency personnel on COOP, pandemic, and OEP Plans, and requirements.

The physical worksite for this position is located in Alexandria, Virginia.

  • This position is eligible for telework up to 2 days per week and reports to USPTO's Alexandria, Va headquarters for the remaining days in the week.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.

For this position, the next lower grade level is a GS-13. Specialized experience for this position includes:

  • Experience managing and developing detailed agency-wide Occupancy Emergency Program (OEP) and Continuity of Operations (COOP) plans.
  • Experience developing training materials and providing educational programs for designated COOP, pandemic and OEP (such as printed material, articles, PowerPoint, classroom and computer-based training);
  • Experience operating a variety of equipment to include safety equipment and various emergency notification and reporting systems; and/or
  • Experience analyzing monitoring and evaluating legislation affecting emergency preparedness activities (such as standards, laws, regulations, Executive Orders, Presidential and/or National Security Directives) to ensure emergency plans are current.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may not be substituted at the GS-14 grade level.

This is a Non Bargaining Unit position.

This is a Public Trust position and has a risk level designation of "Top Secret".
