Duties

Help

Performs a mixture of routine and multiple and varying assignments under the limited direction of a manager, project/program manager, team leader, or more experienced technical specialist. Acts as an individual contributor and/or member of a team.

Applies experience and detailed technical knowledge of quantitative analyses to evaluate operational and performance outcomes of planned and accomplished NextGen initiatives. Utilizes expertise in mathematical modeling and statistical analyses, including processing and manipulation of large data sets. Supports data-driven decision making in support of the NextGen Modeling and Analysis Team's activities, including analysis and evaluation of complex, inter-related programs across the NAS.

Performs research methods and uses the knowledge gained to apply computer science methods and techniques. Parses and manipulates various types of information for use in a variety of different types of machine learning models. Assists with the interpretation of complex operational information, and presents it to various audiences in a concise and easy to understand manner. Provides assistance with the development of professional reports and presentations documenting analytical results, and present findings to management.

Contacts are primarily internal to the organizational unit, major subdivision, and the LOB/SO, with some contact with customers and external organizations. Contacts are typically intended to share information, provide data and/or written analyses, and discuss the statuses of assignments. Has regular contact with customers and/or external organizations.

In addition to performing the duties listed above, at the I band performs complex assignments.

Researches methods and uses the knowledge gained to apply computer science methods and techniques to parse and manipulate various types of information for use in a variety of different types of machine learning models. Assists with the interpretation of complex operational information, and presents it to various audiences in a concise and easy to understand manner. Also, assists with the development of professional reports and presentations documenting analytical results, and presents findings to management.

Leads discussions and/or training sessions of new machine learning techniques and neural network architectures. These interactions will focus on potential applications of machine learning to the aviation domain.

Basic Requirements:

  1. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

    or

  2. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

FV-1560-H

To qualify for this position the FV-H, in addition to meeting the basic requirements you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G, FG/GS 5/7/9. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience is: Experience with application of the fundamentals of machine learning algorithms, including model selection and hyperparameter tuning. Experience with TensorFlow and/or PyTorch to design Deep Neural Networks, including Convolutional Neural Networks (CNNs) and/or Recurrent Neural Networks (RNNs). Experience with Scikit-Learn to include dimensionality reduction, feature extraction, feature selection, and model selection for use in classification, regression, and clustering projects. Experience in developing software tools, analytical models, and data structures to conduct quantitative performance analysis using large data sets.

OR

3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. The education must be directly related as shown above.

FV-1560-I

To qualify for this position the FV-I, in addition to meeting the basic requirements, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS 11/12. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience is: Experience with application of the fundamentals of machine learning algorithms, including model selection and hyperparameter tuning. Experience with TensorFlow and/or PyTorch to design Deep Neural Networks, including Convolutional Neural Networks (CNNs) and/or Recurrent Neural Networks (RNNs). Experience with Scikit-Learn to include dimensionality reduction, feature extraction, feature selection, and model selection for use in classification, regression, and clustering projects. Experience in developing software tools, analytical models, and data structures to conduct quantitative performance analysis using large data sets. Experience in mathematical modeling and statistical analyses, including processing and manipulation of large data sets. Experience applying project management principles on a data science project.
