This position is located in the Center for Environmental Solutions and Emergency Response (CESER), the principal entity within the Agency's Office of Research and Development responsible for the applied, customer-driven, national research and development program to improve decision making by EPA, state, Tribal, and local agencies when faced with challenging environmental problems in the built environment. The incumbent serves as advisor to the Center Director on the planning, implementation, and management of research, development and technical support efforts related to preventing, mitigating, and controlling pollution risks that threaten human health and the environment. The incumbent leads the development of collaborative research projects with entities across ORD and outside the Agency.

Specific responsibilities of the position include:

  • Providing guidance to, and oversight of, the research programs related to exploring risk management alternatives for protecting human health and environmental quality from contaminants in various media.
  • Developing and leading an integrated research program that applies systematic investigation of theory, experimentation, or simulation of experiments to environmental risk management research related to characterization of pollutant generation and release, and prevention and control of pollution to air, land, and water resources.
  • Liaising with prominent scientists around the world to exchange ideas and information and promote mutually beneficial cooperative activities and programs.
  • Participating in ORD's strategic planning process.
  • Developing policies, guidance, and other products to aid states, Tribes, and local communities in addressing a broad range of science policy issues on drinking water, watershed management, wastewater, pesticides, toxic substances, solid and hazardous wastes, air pollution, and Superfund-related activities.

The Ethics in Government Act, P.L. 95-521, requires the applicant selected for this position to submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

Qualifications

In addition to the educational requirements, we are looking for:

  • At least 3 years of specialized experience in, or closely related to, the field of preventing, mitigating, and controlling pollution risks that threaten human health and the environment.
  • At least 1 year of this specialized experience must have been in planning and executing difficult programs of national significance or planning and executing specialized programs that show outstanding attainments in the field of research or consultation.
  • At least 1 year of the specialized experience must be at least equivalent to experience at GS-15 level.

Technical Qualifications (TQs) - Mandatory - Limited to two pages per factor - Failure to address these factors individually will result in your application being disqualified.

TQ 1 - Demonstrated experience leading environmental research on methods to manage environmental risks, especially in the built environment, and translating results into impactful environmental solutions.

TQ 2 - Demonstrated experience presenting environmental research and science in a senior capacity to technical and non-technical partners or stakeholders.

TQ 3 - Demonstrated experience building coalitions with partners and customers to create comprehensive research plans and programs addressing their most pressing short-term and long-term needs.

Education

You need a degree or combination of education and experience as described below to qualify for this position.

Biology: You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR a combination of education and experience with courses equivalent to a major, as listed.

General Engineering: All applicants must meet one of the following requirements to qualify for consideration for an engineering position:

  • Successful completion of a professional engineering degree at an accredited university or college OR
  • Have a combination of college level education or training AND technical experience that has furnished you with (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
    • Professional registration as an engineer.
    • Evidence of passing the Engineer-in-Training written test.
    • Successful documented completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences as described by OPM.
    • Successful completion of a curriculum leading to a bachelor's or higher degree from an accredited or pre-accredited college or university in engineering technology or in an appropriate professional field and at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

Physical Science: You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; OR a combination of education and experience with education equivalent to one of the majors listed that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
