Idaho Fish and Wildlife Office is comprised of three geographically distinct offices located in Boise, Chubbuck, and Coeur d'Alene. These three offices work collaboratively with our federal, state, and private partners to conserve, protect, and enhance listed species in Idaho. The office is responsible for various Ecological Services issues such as contaminants, endangered species conservation, energy projects, migratory birds, and conservation agreements. The incumbents will closely coordinate and work collaboratively with Federal partners (e.g., U.S. Forest Service, Bureau of Land Management, Army Corp of Engineers), State agency partners, Native American tribes, and non-governmental organizations to identify opportunities to conserve and protect Federally listed species.

Duties of the Fireshed position will include:

  • Conducting section 7 consultations and providing technical assistance to the USDA Forest Service and National Marine Fisheries Service, including developing and revising programmatic consultations; coordinating with the Forest Service across the Nez Perce-Clearwater National Forests and other forest locations in support of land, water, and fire and fuels management activities.

Duties of the Consultation & Kootenai River White Sturgeon (KRWS) position will include:

  • This position will focus 70% of its time on general Endangered Species Act section 7 consultations (i.e., more specifically consultations related to KRWS and bull trout). Thirty percent of the job will involve functioning as the KRWS lead and coordinating listing and recovery actions (e.g., writing five-year KRWS reviews, implementing the Recovery Implementation Strategy, coordinating Libby Dam annual flow planning, assisting the regional lead with Columbia River System Operations, collaborating on research projects, reviewing section 10 permit requests).

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement:

A. Degree: Bachelor's or higher degree in the biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

Minimum Qualification [GS-11]:
One year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service. Examples of qualifying experience include: (1) conducting moderately complex biological or ecological analysis to determine the impact of various land and water development projects on federally listed species and their habitats, (2) negotiating and advocating strategies and conservation measures to benefit federally listed species, (3) collaborating with partners on complex natural resource issues with conflicting objectives, (4) serving as a technical advisor on the Endangered Species Act to government agencies, Native American tribes, local stakeholders, and staff, and (5) implementing and advising on federal environmental laws (e.g., Endangered Species Act, specifically Sections 4, 7 and 10; Clean Water Act; Rivers and Harbors Act, National Environmental Policy Act), regulations, and policies involving natural resource issues. NOTE: Your resume must contain sufficient information in these areas to be found qualified. OR
Completion of three years of progressively higher-level graduate education at an accredited college or university leading to a Ph.D. or equivalent doctoral degree in wildlife biology, ecology, or a directly related field appropriate to this position. OR
A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

  • Knowledge of applicable Federal environmental laws and Executive Orders, (i.e., Endangered Species Act, National Environment Policy Act, Migratory Bird Treaty Act, and Bald and Golden Eagle Protection Acts) of other Federal regulations, and of Service/Department policies or guidelines in order to ensure that legal standards are met in the review of proposed land and water resource development projects (Federal, Tribal, and state).
  • Knowledge of the habitat and life history requirements of fish and wildlife species to evaluate Federal land and water projects, actions, and programs in relation to their effects on the federally listed species, wetlands, migratory birds, and other trust resources.
  • Skill in evaluating and interpreting biological reports, research papers, environment assessment/impact statements (i.e., NEPA and ESA), and comprehensive resource planning reports to evaluate environmental consequences of proposed actions on Federal fish and wildlife resources of concern; and to apply findings to solve current management problems and accomplish Service objectives.
  • Skill and diplomacy in coordinating activities with other agencies and organizations; ability to deal effectively with the general public; and ability to exercise tact and diplomacy in official association with Federal, state, and local agencies, and with private organizations and individuals.
  • Skill in written communications, including skill in presenting data and its analyses, and to write objective reports requiring a minimum of reviewing and editing.
