The Branch of Policy formulates written Program policies and guidance relating to DEEOIC claims adjudication, evaluates compliance with established Program procedures, and responds to numerous internal and external stakeholder inquiries relating to DEEOIC operations and Program administration. Reporting to the Unit Chief, the purpose of this position is to conduct policy research and analysis and to develop and implement Program policies, regulations, and procedures for the effective administration of the EEOICPA nationwide.

Duties include but are not limited to the following:

  • Conduct policy research and analysis and to develop and implement program policies, regulations, and procedures for the effective administration of the EEOICPA nationwide.
  • Independently plan and execute research and analysis of topics relating to the administration of the EEOICPA for formulating written Program policy and procedures. Analytic duties often involve issues that contain complicating elements. Determine the kind of information needed, researches applicable sources, and extract and interpret data obtained from various internal and external databases. Identify policy issues for current and future impact on the program and conduct analysis of their implications and alternatives. Gather, compile, and analyze data from available sources, evaluate and determine quality of information, assesses impacts, and formulate sound conclusions. Based on findings, the incumbent develop reports, decision, memos, or presentations and make recommendations instrumental in the development and implementation of major program policy, practices, and initiatives.
  • Provide oversight or support for contracts, interagency agreements, and other formal arrangements relating to DEEOIC operational functions and may serve as a Contracting Officer's Representative (COR).
  • Serve as a senior policy expert and consultant for all aspects of DEEOIC policy analysis and development administered nationwide. In accordance with established programmatic resources and Program policy, respond to a wide range of issues of Program significance and/or offers application guidance in case-specific scenarios.
  • Carry out special projects and assignments that are broad and significant to the effective and efficient administration of the program such as providing support relating to Program outreach activities, contribute to the facilitation of Program training, support case adjudication activities, data analytics, etc.
  • Monitor project milestones, review project progress, and take the necessary corrective actions to maintain often short deadlines. Ensure that project objectives and milestones are accomplished within the overall Program objectives.
  • Serve as a policy lead on special projects. Consult and coordinate activities with subject matter experts, representatives of other Federal agencies, private sector, and others. Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service.Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience includes:

  1. Analyzing and researching historical or legal information to apply to workers' compensation policy.
  2. Formulating written outputs related to the adjudication of workers compensation claims.
  3. Preparing written policies and procedures that explain processes related to the provision of workers' compensation benefits.

Education

This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.

Applicants must meet the eligibility requirements of time-in-grade (52 weeks at the next lower grade), time-after-competitive-appointment (90 days), and minimum qualifications (52 weeks equivalent to the next lower grade in federal service). These requirements must be met within 30 days of 07/17/2023, the announcement closing date.
