Duties

As a BIOLOGIST(ePermits Tech Team Coordinator) your duties will include but are not limited to the following:

  • Serves as the Migratory Birds Program technical representative on the cross-programmatic ePermits technical team. Project manager for migratory bird and eagle permitting needs in ePermits development, including identifying, prioritizing, and communicating system needs. Serves as the liaison between the Migratory Bird permit staff, developers, and decision-makers.
  • Leads regulatory and policy consistency in the ePermits environment for migratory bird and eagle permitting. Develops procedures for Migratory Birds Program users. Provides technical input on streamlining permit regulation, policy procedure, and forms.
  • Coordinates Migratory Bird testing of ePermit development, including conducting testing, coordinating testing by users, and reporting out on testing outcomes. Works with the ePermits developers and Technical Team members to identify and resolve problems with ePermits.
  • Provides user support and training to Migratory Bird ePermits system users, including development of staff training materials and applying technical expertise to respond to user support inquiries.

Qualifications

Only experience and education obtained by 07/16/2023 will be considered.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement:

  1. Possess a Bachelor's or higher degree from an accredited college or university in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.. OR
  2. Possess a combination of education and experience which includes courses equivalent to a major in the biological science as shown in above, plus appropriate experience or additional education.

Minimum Qualification [GS-13]
  1. One year of specialized experience equivalent to at least the GS-12 grade-level in the Federal service. Specialized experience may include: Project manager leading projects through full life cycle, especially projects relating to software development, policy, or permitting; Demonstrated leadership skills especially through a period of transition, preferably relating to software or policy/procedure changes; Effective negotiation skills brining multiple perspectives together while representing a particular perspective; Conducting testing on software and providing feedback to developers; Communicate effectively to decision-makers in software development or policy/permitting using relevant terminology; Develop guidance for staff on the implementation of software or policy/permitting; Develop and conduct training on software use or policy/permitting; Provide technical expertise in software use or policy/permitting in response to support requests for the public or staff; Assist in the development of materials to support meetings and presentations to government and non-government audiences.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Duty Stations - The salary will be based upon duty station and locality pay once selected.   • Knowledge in administering permits under CITES, WBCA, ESA, MMPA, Lacey Act, the Migratory Bird Treaty Act, and the Bald and Golden Eagle Protection Act, including permit administration requirements under the Administrative Procedures Act and National Environmental Policy Act.
  • Knowledge of the use of the ePermits system to achieve programmatic permits objectives.
  • Ability to manage a high-volume, time-sensitive workload involving both short-term and long-term projects and assignments to ensure timely coordination with other affected entities and meet multiple deadlines.
