  • Supervises up to 20% of the time - Duties listed below are at the full performance level.
  • Provides administrative oversight of all work performed at a nursery facility to ensure quality and quantity are maintained.
  • Develops project work plans, budget projections and identifies workforce and organizational needs in support of annual program of work.
  • Manages a regional seed extractory and seed bank and works with other agency seed banks, nurseries, and technical experts to develop relevant program goals and best management practices.
  • Performs as a Contracting Officers Representative (COR) for services and materials provided in support of the nursery program of work.
  • Develops and manages the annual nursery budget, including Working Capital Fund (WCF), non-Forest Service appropriated and trust funds, and incoming funds from grants and agreements.
  • Develop long and short-term planting and production schedules based on client requests, seed availability and consulting with regional reforestation specialists to coordinate allocation of nursery stock.
  • Develops and maintains internal and external clients and partnerships in support of restoration, reforestation, conservation, and public education programs and activities.
  • Creates publications, reports, and provides technical training and advice on seed handling and plant propagation, including site visits to assess and identify seedling survival issues.
  • Ensures that the -facility complies with the mandates of regulatory agencies such as OSHA and conducts safety training for nursery/extractory personnel.

Qualifications

Basic Requirement:

For the GS-0401 Series:

Degree:
Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

Combination of education and experience that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, AND experience sufficient to demonstrate the knowledge, skills, and abilities required to perform working the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation.

For the GS-0437 Series: Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement.

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in horticulture; or a related discipline of basic plant science that included at least 30 semester hours in the basic plant sciences, of which at least 16 semester hours were in horticultural subjects such as those dealing with the breeding, care, management, production, and post-harvest handling of horticultural crops.

OR

Combination of education and experience that included at least 30 semester hours in the basic plant sciences, of which at least 16 semester hours were in horticultural subjects such as those dealing with the breeding, care, management, production, and post-harvest handling of horticultural crops. AND experience sufficient to demonstrate the knowledge, skills, and abilities required to perform working the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation.

Evaluation of Education: Courses in botany, plant physiology, plant taxonomy, plant pathology, genetics, agronomy, horticulture, and similar courses may be used to meet the 30-semester-hour requirement in basic plant sciences. The 16-semester-hour requirement in horticulture includes course work in basic horticulture and course work related to any of the recognized subject-matter fields of horticulture, i.e., fruits, vegetables, ornamentals, nursery work, seed production, or course work in related areas of science, such as micro-biology, entomology, plant pathology, plant physiology, or genetics that is directly related to horticultural work.

In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.

Specialized Experience Requirement:

For the GS-11 level: Applicants must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent Doctoral degree (coursework directly related to position being filled);

OR

One year of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as three or more of the following: Assisting in providing administrative oversight of all work performed at a nursery/unit facility to ensure quality and quantity are maintained; and/or Assisting in the development of project work plans, budget projections, and identifying workforce and organizational needs in support of an annual program of work; assisting in formulating annual and long-range plans that identified objectives, production goals, and budget projections in support of an annual program of work; and/or Performing as a Contracting Officers Representative (COR), or equivalent, for services and materials provided in a nursery or natural resources setting; and/or Providing technical training and advice on seed handling and/or plant propagation to lower graded employees; and/or Assisting with managing operations in the fields of bare-root stock production, container stock production, seed production, seed handling and storage, and stock quality monitoring.

OR

An appropriate combination of specialized experience and graduate level education (beyond what is required for a Master's degree, i.e., more than 36 semester hours leading to a Ph.D.).

For the GS-12 level: You must have one year of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as three or more of the following: Providing administrative oversight of all work performed at a facility/unit to ensure quality and quantity are maintained; and/or Developing project work plans, budget projections, and identifying workforce and organizational needs in support of an annual program of work; and/or Formulating annual and long-range plans that identified objectives, production goals, and budget projections in support of annual program of work; and/or Performing as a Contracting Officers Representative (COR) or equivalent, for services and materials provided in a nursery or natural resources setting; and/or Creating publications, reports, and providing technical training and advice on seed handling and/or plant propagation; and/or Leading and/or providing oversight for operations in the fields of bare-root stock production, container stock production, seed production, seed handling and storage, and stock quality monitoring.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

PROMOTION POTENTIAL: If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is neither implied or guaranteed.

New USDA supervisors must successfully complete all components of the required new supervisory training program within one year of entry into a supervisory position.

HIRING EVENT INFORMATION:
This National Nursery and Genetics hiring effort is critical to accomplishing reforestation needs and successfully implementing the REPLANT Act across the National Forest System. This includes positions for multiple components of the reforestation pipeline. Positions filled through this event will contribute to reforestation and restoration work directly related to the agency's mission, working to promote healthy, diverse, and productive forests and grasslands across the nation.

This is a non-bargaining unit position.

The work varies from nursery/field work to office work. Strenuous activity while participating in field projects/inspections is required, such as prolonged standing or walking over rough terrain in varying weather conditions. Work includes lifting moderately heavy items that weigh less than 50 pounds. Frequent use of large farm/nursery equipment e.g. tractors and other specialized nursery equipment occurs.
