Summary

This position is located within Department of Labor (DOL), Employment and Training Administration (ETA), Office of Apprenticeship (OA). This position requires the performance of a variety of program-related assignments in one or more front-line, core workforce development line of work.

This position is not remote work, it is telework eligible with at least 2 days per pay period reporting to the office.

Duties are listed at the full performance level GS-12:

Serves as an apprenticeship subject matter expert for a specialized area, such as an industry, economic sector, stakeholder group (higher education, non-profit, government, etc.), or underrepresented populations in apprenticeship, including (but not limited to) women, veterans, minorities, and people with disabilities.

Typically the incumbent will facilitate the promotion and development of the national apprenticeship and training program, provide advice and assistance, exchange information, develop partnerships and linkages, with a variety of companies, organizations, education, government, state apprenticeship councils, one-stop, workforce development agencies; and special interest groups. The incumbent will identify trade and skilled apprenticeship occupations, develop on-the-job task analysis, establish wage schedules, and coordinate related classroom training, The incumbent will initiate affirmative action and conduct compliance, and quality reviews of registered apprenticeship programs, encouraging diversity in the use of apprenticeship, and recruiting candidates for apprenticeship.

The incumbent will make oral presentations, promoting apprenticeship and allied industrial training in industry on a statewide and local basis; to advise and provide technical assistance to industry, management, labor, and other groups concerned with economic development and employment and apprenticeship training within the regional, state or local area.

Selects successful methods and techniques used by other organizations, adapts, and extends such material to solve problems in similar situations. Contacts officials of other organizations to advise on problems and render technical assistance.

Some serve as regional leads for the provision of technical assistance and guidance to regional staff, grantees and other stakeholder groups on specific program activities and/or legislative initiatives.

Some positions involve the conduct of on-site reviews of the administration and internal operations of the funded programs. Other positions involve the review and analysis of State law, regulations and administrative procedures to determine compliance with legal requirements or the review and analysis of project plans and proposals to determine compliance with legal requirements and/or responsiveness to the needs of the customers. All encourage and negotiate acceptable changes where weaknesses are observed. All conduct follow-up to determine if changes/improvements have been implemented.

Qualifications

The Apprenticeship and Training Series, GS-0243, has basic requirements for positions covered by this standard. Applicants must meet both the basic requirements (IOR) and specialized experience for the specific grade level to qualify.

Individual Occupational Requirement (IOR):

GS-7 and above no education substitution in lieu of Specialized Experience.

Specialized Experience (for positions above GS-5): Experience in the development or administration of apprenticeship programs or other occupational training programs involving the systematic development of worker skills on the job. This experience must have demonstrated:

  • Knowledge of the functions, purposes, and practices of apprenticeship or other industrial training; and understanding of the knowledge, skills, and techniques involved in the practice of apprenticeable trades;
  • Knowledge of the practices, operations, and content of occupations in one or more fields;
  • Knowledge of training methods and related worker utilization practices for the improvement and better use of workers' skills; and the ability to apply this knowledge in identifying work force and training problems, analyzing such problems, and advising on their solution;
  • Understanding of industrial relations problems and practices and of the traditions and attitudes of labor and management in relation to programs involving apprenticeship or other training on the job; and
  • Ability to deal effectively with management, labor, and other appropriate officials on training matters.
Examples of qualifying specialized experience include:
  • Working member of a functioning joint apprenticeship committee.
  • Employer training official or officer of a union or trade association whose duties included the development or administration of an apprenticeship program or other industrial training program.
  • Coordinator or director of a training program for apprenticeable occupations or other training activities.
  • Training representative or administrator in the field of apprenticeship, working with labor or management.
  • Vocational teacher or instructor in an apprenticeable occupation.

In additional to meeting the IOR requirement, for the GS-09 grade level: Applicants must have one year (52 weeks) of specialized experience equivalent to at least the next lower grade level, GS-07, in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position and that is typically in or related to the position to be filled. Specialized experience must include 3 out of the following 5:
  • Applying functions, techniques, and practices involved in occupational training programs, like On-Job-Learning (OJL), Technical Training, Curriculum Development, Mentoring, and Career Development;
  • Identifying workforce and training programs, analyzing problems, and recommending solutions. (i.e. On-Job-Learning Programs(OJLP), Pre-Apprenticeship, Apprenticeship, Internship, Externship);
  • Experience in partnership work to create partnerships with advocacy organizations that promote and advance diversity, equity, inclusion, accessibility (DEIA);
  • Promoting opportunities via outreach and community organizing with organizations serving under served populations of diverse communities to develop outreach strategies; and/or,
  • Educating stakeholders in regards to EEO and affirmative action plans in apprenticeship.
In additional to meeting the IOR requirement, for the GS-11 grade level: Applicants must have one year (52 weeks) of specialized experience equivalent to at least the next lower grade level, GS-09, in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position and that is typically in or related to the position to be filled. Specialized experience must include 4 out of the following 5:
  • Applying functions, techniques, and practices involved in occupational training programs, like On-Job-Learning (OJL), Technical Training, Curriculum Development, Mentoring, and Career Development;

  • Experience developing program requirements, establishing policy and procedures, and reviewing plans for conformity and compliance.
  • Experience serving as subject matter expert to conduct on-site reviews of administration and internal operations of apprenticeship funded programs and making recommendations for improvement.
  • Experience advising and providing technical assistance to industry, economic sector, stakeholder group (higher education, non-profit, government, etc.), management, labor and other groups concerned with economic development and apprenticeship training in regional, state or local areas.
