Summary

As an Assistant Human Resources Officer, you will serve as a Deputy to the HR Services Center Director and is responsible for providing comprehensive human resources management services to customers within the HR Services Center.

Location of position: THIS IS A VIRTUAL POSITION IN THE OFFICE OF HUMAN RESOURCES MANAGEMENT.

Help

As an Assistant Human Resources Officer, you will perform the following duties:

  • Participate in the formative stages of management and human capital planning; represent and advise high level officials and stakeholders in relating program requirements to human resources requirements; encourage management actions which will contribute to improved human resources management; identify potential problems and propose modifications to plans and practices which will avert them.
  • Assist in the managerial direction of Human Resources program responsibilities through a subordinate staff of Human Resources Specialists and Assistants in grade from GS-5 through GS-14, engaged in various functional areas or human resources specializations. Work with unions in accordance with Federal policy and in a manner to further the interests of both employees and the Government.
  • Monitor and evaluate assigned programs and initiatives. Serve as technical advisor for assigned program activities, obtaining appropriate resources to facilitate accomplishment of objectives. Plan and/or direct complex projects requiring evaluation and identification of a variety of operational problems, evaluating alternative solutions and recommending appropriate action. Assist in identifying human resources solutions and offerings to support GSA business lines/business partners in achieving GSA’s overall business strategy, goals, and objectives. 
  • Lead the development, utilization, and communication of business and human resource metrics to measure the achievement of the organization’s strategic goals and objectives. Assist in ensuring that Government-wide and GSA personnel management goals, policies, and practices are communicated to and understood by managers, supervisors, employees, and employee groups. Provide advice on the best use of the flexibilities of the Federal personnel system to carry out human resources decisions, and within the flexibilities provided by that system, adapts HR goals, policies, and practices to meet the specific needs of the Center.

Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Serve a one year supervisory or managerial probationary period, if required

The GS-14 salary range starts at $116,393 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.   To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience supervising and/or assisting in the management of a complex civilian human resources (HR) program and providing expert advice and assistance to management on human resources regulations, policies, and procedures in staffing and recruitment, and at least one of the following HR specializations: (a) position classification/management; (b) employee relations; (c) labor management relations; (d) performance management; or (e) employee/organizational development.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.

  1. Knowledge of resource/information management and delivery and its governing principles, methodologies and polices required to provide sound and authoritative technical guidance on all aspects of assigned initiatives.
  2. Ability to provide administrative direction with assignments in terms of broadly defined missions or functions. The employee has responsibility for independently planning, designing and carrying out programs, projects, studies or other work.
  3. Skill required to apply a wide range of qualitative and/or quantitative methods in the assessment and improvement of program effectiveness.
  4. Skill in providing customer service and support to a variety of client needs and programs.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
