Duties

Help

The physical worksite for this position is located in Alexandria, Virginia. This position is telework eligible per agency and business unit discretion/policy.

The individual selected for this Technical Information Specialist (Searcher) position will perform the following duties:

  • Performs detailed engineering, scientific, and real world processes online searching in various commercial databases and/or in-house search systems as needed. Search services are customized to meet the specific needs of patent examiners or other USPTO personnel, and are delivered in a timely and cost-effective manner. Prior to beginning the search, reviews and analyzes the request to determine search requirements, and identifies appropriate resources to search. Develops, implements, and refines search strategies and consults with requester as needed to discuss search requirements to evaluate complex or unusual of case the data. Reviews final search product to ensure the search strategy matches the requirements of the search request. Prioritizes and performs rush and fast and forces searches as required.
  • Provides authoritative information and research on a wide range of reference questions. Uses independent judgment to select from a wide range of available resources. Covers the reference desk when needed.
  • Identifies and critically evaluates prior art search tools or other resources in print or electronic format.
  • Provides advice, assistance, and training to staff, examiners, or others In use of the special tools and resources of the USPTO and the STIC organization.
  • Delivers oral and written presentations and provides training to official visitors to inform them of the availability and uses of information resources and search tools. May participate in special projects as assigned.

Qualifications

You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. OPM's prescribed Group Coverage Qualification Standard for the Technical Information Services series, 1412 can be found at: Technical Information Services Series 1412 (opm.gov). You must meet all qualification requirements including time-in-grade (refer to 5 CFR 300.604 for more information on time-in-grade) by the closing date of the job announcement.

Applicants must meet the basic occupational qualifications requirements for this position as follows:

Basic Requirement
: Completed a full 4-year course of study that meets all the requirements for a bachelor's degree with major study in the subject-matter field of the position to be filled.

OR

Four years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology of a discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; and where appropriate, ability to read and comprehend nontechnical material in one or more foreign languages. Such experience must have been equivalent to that which would have been gained through a 4-year college curriculum.

OR

A combination of education and experience as described above.

AND

Specialized Experience: is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-11. Specialized experience for this position includes: providing references and online search services; and, dealing with requests that may require extensive analysis to determine the specific research area and the types of information that most directly meet the requester's needs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may not be substituted for specialized experience at this grade level.

A listing of these accredited organizations can be found on the Department of Education's website - US Department of Education. Another listing of services that can perform this evaluation is available at the National Association of Credential Evaluation Services (NACES) website. You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing along with your application. Failure to provide such documentation when requested will result in lost consideration.

This is a Bargaining Unit position and represented by The National Treasury Employees Union, Chapter 243 (NTEU 243)

This is a Public Trust position and has a risk level designation of "moderate".

Background Investigation - If selected for this position, you may be required to complete a Declaration for Federal Employment (OF-306), which includes a fingerprint and credit check, to determine your suitability for Federal employment and to authorize a background investigation.

Probationary Period-If selected, you may be required to complete an initial one-year probationary period.

CTAP and ICTAP candidates will be eligible for selection priority if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a "well qualified" rating of 85 out of 100.
