This position will be filled under the Office of Personnel Management's Direct Hire Authority and is open to all United States citizens and U.S. nationals. As Hatchery Manager, your duties will include but are not limited to the following:
Supervises a group of professional, technical, administrative, and/or wage grade positions at the Hatchery. Conducts staff mid-year reviews and annual personnel evaluations and works with them to develop new performance plans and career development plans. Awards and promotes outstanding performance, evaluates and addresses disciplinary needs, and counsels on performance. Approves selections for subordinate positions, reviews and approves serious disciplinary actions such as suspensions or removals, formally and informally resolves group grievances. The incumbent is responsible for actively supporting and implementing the Equal Opportunity Program as specified in Service guidance and affirmative action plans. Ensures equal opportunity for all supervised employees and selections for training and education programs, promotions and awards, as well as fair and impartial recruitment and selection of new employees. Works with the Complex Manager and Deputy Complex Manager to assess current and future staffing needs based on organizational goals and budget realities. Oversees daily work assignments for fish production, maintenance, and volunteer programs. Responsible for management of the station safety program. This involves identifying and correcting facility maintenance and safety issues, fulfilling reporting requirements for the Hatchery and identifying and scheduling safety training needs.
The Hatchery Manager is responsible for all oversight and coordination of a complex National Fish Hatchery. The incumbent provides biological expertise, administrative supervision, and operational oversight to ensure successful fish propagation and distribution programs. Evaluation of the hatchery production programs require a close working relationship with the various fisheries offices (Fish and Wildlife Conservation Office, Fisheries Program Office, Fish Health Center, and/or Fish Technology Center), coordinates with local Tribes and State Agencies to assure implementation of fish marking programs, and that data collection, management, and analysis are properly executed to meet mitigation program goals. Ensures hatchery operations adhere to various environmental compliance requirements detailed in facility specific ESA permits, NPDES permits, and other Federal and State requirements.
Works with the Complex Manager and Deputy Complex Manager to plan the budget for the Hatchery and forecasts future resource expenditures. Plans and implements short and long term maintenance program, oversee construction projects, and ensures operational protocols are followed. Plans, coordinates, and implements the maintenance and rehabilitation program at the facility and the facilities complex water delivery system.
Manages station's involvement in cooperative research or investigative programs such as vaccine, drug, or diet tests and studies on stock improvement, homing, migration, survival, cultural methods, fish marking, tagging, acclimation, etc. Identifies and develops special testing, monitoring, and investigational studies to evaluate fish husbandry effectiveness to maintain quality fish production, fish health, and safe and efficient fish distribution activities. Monitors fish health, growth and quality, and implements corrective measures or makes adjustments as needed.
Develops, prepares and submits scientific, technical and administrative documents on fish cultural activities, water use, Endangered Species Act requirements, National Pollution Discharge Elimination System and State 401 Certification requirements and other topics. Establishes, coordinates, and maintains cooperative and effective working relationships with all contacts, including Tribal, Federal, State, private groups and adjacent landowners.

Qualifications

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.
Basic Requirement:
Degree: major in biological science that included at least 6 semester hours in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fishery biology; and at least 12 semester hours in the animal sciences in such subjects as general zoology, vertebrate zoology, comparative anatomy, physiology, entomology, parasitology, ecology, cellular biology, genetics, or research in these fields. (Excess course work in aquatic subjects may be used to meet this requirement.) OR
Combination of education and experience: courses equivalent to a major in biological science (i.e., at least 30 semester hours), of which a minimum of 6 semester hours were in aquatic subjects and 12 semester hours were in the animal sciences, as shown in A above, plus appropriate experience or additional education.
Minimum Qualification: Possess one year of specialized experience equivalent to the GS-11 level of federal employment that includes 1) assisting in the development, implementation, and coordination of hatchery data collection for evaluation of hatchery operations and management practices; 2) planning, organizing, and conducting administrative functions such as property management, budget and finance, procurement, and safety; 3) conducting a variety of management actions to produce, rear, and release healthy fish for both harvest and population restoration efforts ; 4) preparing responses regarding hatchery issues to other federal agencies, state agencies, Tribal organizations, and other interested parties to provide requested information within established office guidelines and in conformance with agency and departmental policy; 5) conducting a variety of feeding and treatment scenarios to maintain all life stages of fish species under culture; and 6) supervising, directing the work of, and/or training a diverse professional and wage grade staff in all aspects of cold water fish culture. NOTE: This experience must clearly be demonstrated in your resume.
