The incumbent will work in the Office of the Chief Acquisition Executive Officer (OCAE). OCAE ensures that all acquisitions, procurements, and outsourcing efforts address information security requirements consistent with organization goals. Plans and monitors acquisitions, procurements, and outsourcing efforts to ensure information security requirements are addressed and consistent with organizational goals. Ensure that supply chain, system, network, performance, and cybersecurity requirements are included in contract language and delivered. Develop and recommend the supply chain, system, network, performance, and cybersecurity requirements included in contract language; work with the Contracting Officer or Head of Contracting Activity to ensure that those items are delivered.

In this position, you will serve as a Supervisory Contract Specialist. Typical work assignments include:

  • Serving as the primary point of contact for program officials on all acquisition and administrative matters affecting the major procurement of supplies and services.
  • Managing complex, sensitive, critical, and precedent-setting DHS/CISA procurement programs and initiatives.
  • Ensuring that all requirements of law, executive orders, regulations, and other applicable procedures including clearances and approvals have been met.
  • Providing authoritative recommendations to improve procurement operations and customer service.
  • Supervising and coordinating the activities of subordinate staff.

  • Permanent Change of Duty Station (PCS) Expenses will not be paid.

  • This position has been designated excluded from bargaining unit representation under the national security provision of 5 USC Section 7112(B)(6).
  • All employees are required to participate in Direct Deposit/ Electronic Funds Transfer for salary payments.
  • This position may be designated as essential personnel. Essential personnel must be able to serve during continuity of operation events without regard to declarations of liberal leave or government closures due to weather, protests, and acts of terrorism or lack of funding. Failure to report for or remain in this position may result in disciplinary or adverse action in accordance with applicable laws, rules, and regulations (5 U.S.C. § 7501-7533 and 5 CFR Part 752, as applicable).
  • You are required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position, as well as annually.

Qualifications

Applicants must demonstrate that they meet the Basic Requirements AND Specialized Experience requirements as noted below.

Basic Requirement: You must meet A and B or C requirements as listed below:

A. Completion of all mandatory training prescribed by the head of the agency forprogression to GS-14 or higher-level contracting positions:
FAC-C Level III certification, or DAWIA, or equivalent (You must submit proof of certification); including at least 4-years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
AND
B. Possess a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (You must provide transcript.)
C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

AND

Specialized Experience:GS-15: Specialized experience is defined as knowledge of a wide range of procurement methods and practices that includes special/unusual provisions, terms and conditions that can be incorporated in contracts in order to determine which contracting methods and terms are most advantageous to the Government.

In addition to the basic qualification above, you qualify for the GS-15 grade level (starting salary $117,518) if you possess one year of specialized experience at the GS-14 grade level performing the following duties:

  • Planning, directing, and administrating the most complex and major acquisitions department-wide.
  • Providing guidance and advice on contracting matters, including cost and pricing, and conducts compliance reviews of the procurement matters across the organization.
  • Performing contract administration functions.

AND/OR

Possess a FAC-C Level III or DAWIA or equivalent certificate. Certificate must be uploaded to be considered. Substitution of education in lieu of specialized experience may not be used for this grade level.

Defense Acquisition Workforce Improvement Act (DAWIA) Contracting Level III Certification, or
Department of Defense Contracting Professional/Foundational Certification along with your DAU transcript and/or Acquisition Career Record Brief (ACRB).

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
