Summary

This position is located in the Department of Homeland Security (DHS), Office of the Secretary and Executive Management, Privacy Office.

The primary purpose of this position is to conduct reviews of Freedom of Information Act (FOIA) information, provide advice and assist managers and employees concerning FOIA issues, policies and procedures.

This is a non- bargaining unit position.

Duties

Help

As a Government Information Specialist (FOIA), GS-0306-9/11, your typical work assignments may include:

  • Perform Freedom of Information Act (FOIA) processing, through researching, analyzing and evaluating data for response to FOIA requests.
  • Review incoming request and maintain a professional dialogue with requester(s) serving as liaison to external customers and recipients to clarify and resolve FOIA related issues.
  • Reviews documents withholding to ensure appropriateness.
  • Assembles FOIA release packages.

Qualifications

You qualify at the GS-09 grade level if you possess one of the following:
Specialized Experience:

A. One year of specialized experience, equivalent to the GS-7 grade level in the Federal government, performing duties such as: 1) researching and reviewing the content of records to make disclosure determinations under the Freedom of Information Act (FOIA); 2) providing advice relating to FOIA requests for access and disclosure; 3) implementing FOIA policies and procedures to ensure compliance with FOIA program requirements.
OR
Education:
B. A master's or equivalent graduate degree or two full years of progressively higher-level graduate education leading to such a degree; or 2 full years of progressively higher-level graduate education leading to such a degree; or LLB. or J.D if related. C. A Combination of successfully completed graduate level education and specialized experience as described above. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. NOTE: Only graduate education in excess of the first year may be used to qualify for the GS-09 level.

You qualify at the GS-11 grade level if you possess one of the following:
Specialized Experience:

A. One year of specialized experience, equivalent to the GS-9 grade level in the Federal government, performing duties such as: (1) Confers and negotiates with Program Offices and other outside Federal agencies on disclosure of responsive records; (2) Utilize redaction tools or software to facilitate the review of records under the FOIA/PA; (3) Evaluate responsiveness of records provided by Program Offices in response to record searches and consultations.

B. PH. D or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
