Within CISA, The Integrated Operations Division (IOD) provides a national capability to deliver CISA services to our stakeholders and partners across state and local governments and the critical infrastructure community. Via CISA Regions, IOD delivers: Cyber and physical vulnerability assessments; Architecture review and design subject matter expertise; Incident response support; Exercise planning and support; National Special Security Event planning and support for chemical facility inspections and site security planning to implement Chemical Facility Anti-Terrorism standards. In this position, you will serve as a Program Specialist (Regional Planner). Typical work assignments include:

  • Develops, reviews, and revises strategic and operational plans to include Continuity and All-Hazards plans, policies, and procedures in accordance with regional, headquarters, and national priorities.
  • Facilitates regional planning activities that focus on potential threats and hazards impacts to national and public/private critical infrastructure systems and operations.
  • Works with the Regional Director to develop and update necessary strategic and operational Concept of Operations (CONOPS) and Standard Operating Procedures (SOP) documents.
  • Provides technical assistance to local and state governments in the development of their hazard mitigation plans.
  • Directs and/or coordinates exercise operations under the direction or supervision of the Exercise Leader.
  • Conducts post-exercise After Action Reviews and develops written after-action reports according to HSEEP compliance standards to improve exercise performance.

Qualifications

You may qualify for the GS-12 grade level, if you possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service (obtain in either the public or private sector) performing all of the following duties:

1) Subject matter expert on planning Operational Planning and Operational Planning Integration; And
2) Assisting in the development, reviewing, and revising strategic and operational continuity and hazard plans, policies, and procedures.
And
3) Assisting in coordinating short and long-term planning as they relate to physical and cybersecurity plans, strategy, and policy.

You may qualify for the GS-13 grade level, if you possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtain in either the public or private sector) performing all of the following duties:

1) Subject matter expert on planning Operational Planning and Operational Planning Integration; And
2) Developing, reviewing, and revising strategic and operational continuity and hazard plans, policies, and procedures.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
