Help

Duties and responsibilities of the Staff Associate for Operations include, but are not limited, to the following:
Budgetary Support

  • The incumbent uses experience and understanding of the Federal budget process as well as NSF financial management and accounting systems to work closely with the IIS Division Director, Deputy Division Director, and other program staff to develop and coordinate the IIS budget, financial accounts, results reporting, and other program activities.
  • Identifies, analyzes and resolves issues and problems encountered at any point in the budget process. Assesses the long- and short-term impacts of various budgetary configurations and develops contingency strategies that serve as an important IIS resource in the event that the primary budget estimates are increased or decreased.
  • Identifies and advises IIS on financial matters such as establishing new accounts, funding special activities, resolving discrepancies, and handling of accounts.
  • Ensures that regulations concerning financial management are adhered to in all areas of responsibility and provides guidance and training to other staff on such matters.
Managerial Support
  • The incumbent applies advanced analytical techniques and information management skills to capture, assemble, and disseminate data for a variety of projects.
  • Serves as a member of the CISE/IIS leadership team, participating in strategic planning for the IIS organization, building broad organizational consensus, and effectively communicating IIS policies and plans.
  • Monitors program financial accounts within IIS and tracks IIS commitments on cross-NSF programs. Develops related policy options and procedures that reflect and are consistent with Agency policies.
  • Identifies and advises IIS of the resources required to provide administrative support, including funding, staff, and equipment to the assigned projects.
  • Anticipates administrative/budget problems by reviewing project plans and recommends solutions that achieve project goals in a manner that supports the efficiency of NSF and government operations.
Business Process Management
  • Identifies requirements and makes recommendations to IIS on the development and implementation of effective, efficient business processes including policies, workflow, and standard operating procedures for assigned projects.
  • Provides leadership and guidance on new developments in NSF's state-of-the-art business systems to ensure programmatic needs are effectively implemented and used effectively within context of the organization's culture and work environment.
  • Generates relevant administrative or budgetary data to prepare analytical and interpretive reports and guides.
  • Analyzes and summarizes special statistical tabulations and related materials for internal IIS use.
Human Resources Support
  • Advises IIS leadership team on rules and regulations regarding human resources administration and proposes creative solutions to current and projected human resources concerns and issues when necessary.
  • Participates in human resources strategic planning activities for IIS and makes recommendations for the most effective use of human capital management.
  • Ensures proper and timely coordination and processing of IIS staff performance plans, appraisals, individual development plans, personnel actions, and position descriptions as needed.
  • Actively represents IIS in NSF-wide and government-wide working groups. Works effectively and collaboratively with other members in these groups to advance NSF's or the government's role.
  • Serves as IIS's liaison with the NSF Division of Human Resources Management (HRM).

  • This detail/temporary promotion is for a period of 120-days and may be extended up to one year.
  • The detail/temporary promotion may be terminated at any time during this period.
  • Upon conclusion of the detail/temporary promotion, you will be returned to your former office and position/grade.
  • This temporary promotion/detail may NOT be made permanent.
  • The Selected Candidate(s) may be subject to a background investigation.
Additional Requirements:
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade/equivalent.

Qualifications

To qualify at the GS-13 level, you must possess at least one year of specialized experience equivalent to the GS-12 level in the federal service providing administrative direction for an organization. Examples of specialized experience include: applying analytical and evaluative methods and techniques to assess the efficiency and effectiveness of organizational and/or program operations, processes, and procedures; assessing attainment of organizational or program objectives; performing budget formulation and execution activities; and supporting human capital activities for an organization.

Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.
