This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

MAJOR DUTIES

As a Public Health Analyst for the Office of Intergovernmental and External Affairs, Office of Tribal Affairs you serve as a recognized authority for public health programs and projects that focus on the health needs of the American Indian and Alaska Native populations.Your major duties and responsibilities include:

  • Performing analytical work that contributes to the improvement of Federal public health programs for American Indian/Alaska Native (AI/AN) populations.
  • Planning, developing, monitoring, implementing, and evaluating content or projected public health programs to assess their success in achieving objectives for Tribes and Tribal Health Affairs, some through White House Initiatives.
  • Conducting studies and performing other analytical work related to the planning, development, organization, administration, evaluation, and delivery of public health programs, related to AI/AN populations.
  • Evaluating information/initiating research to validate existing policy and/or new programs or policies to help HRSA's Bureaus and Offices meet the goals set forth for AI/AN initiatives.
  • Providing technical assistance, consultation, and guidance to national, state, and/or local agencies, health-related organizations, or research entities regarding the development, extension, and improvement of public health care studies, programs, systems, strategies, and service as it relates to the AI/AN topic areas.

QUALIFICATION REQUIREMENTS:

Basic Requirements for all Public Health Program Specialist Series 0685 positions require that you demonstrate specialized experience in each of the following five competencies:

  1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
  2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
  3. Knowledge of a specialized public health program.
  4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
  5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

GS-12: In addition to the above Basic Requirements, in order to qualify for this GS-12 position, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service.

Examples of minimum qualifying specialized experience equal to the GS-11 level include performing the following types of tasks on a regular and recurring basis:
  1. Providing technical assistance and guidance to internal and external stakeholders on American Indian and Alaska Native public health program policies, procedures, and regulations.
AND
  1. Collecting and compiling qualitative and quantitative public health data for use in making American Indian and Alaska Native public health program decisions.
GS-13: In addition to the above Basic Requirements, in order to qualify for this GS-13 position, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.

Examples of minimum qualifying specialized experience equal to the GS-12 level include performing the following types of tasks on a regular and recurring basis:
  1. Analyzing or evaluating the effectiveness of American Indian and Alaska Native public health programs and developing recommendations for improvements to policies and operations.
AND
  1. Collecting, compiling, and interpreting public health data from a variety of sources that address the specific health needs of American Indian and Alaska Native populations, and preparing summary statements, briefings, and reports of recommendations from that data for senior management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

A COMPETENCY is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions.

AMERICAN INDIAN/ALASKA NATIVE PUBLIC HEALTH - Knowledge of the principles, concepts, methods, & techniques of public health administration specific to the health needs of American Indians/ Alaska Native populations, in order to analyze, evaluate, & provide expert guidance to stakeholders.

PROGRAM MANAGEMENT - Designs, implements, and manages multiple or ongoing programs/projects, and directs the related resources, personnel, and activities.

RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
