Duties

Help

Major duties include, but are not limited to the following:

  • Prepares and/or reviews a variety of administrative related documents (reports, records, statistical data, etc.) for Zonal Operations Program Support Center. Identifies needs and deficiencies and recommends changes and/or improvements to the supervisor. Also serves as the administrative liaison to other Fleet offices, customers and stakeholders.
  • Identifies, examines, gathers, and coordinates information and data which relates to the Program Support Center’s program and fleet activities and operations. This involves interaction with fleet management zonal office managers, Senior Specialists, and other Fleet Office’s staffs to discuss the impact of current, proposed and/or changed administrative work procedures, processes and methods.
  • Performs routine review and analysis of the Program Support Center operational, production and other reports and quality of operation, inspecting those areas of operation requiring special attention, and initiating necessary corrective action, in particular as related to the fleet functions.
  • Utilize fleet management system (FMS), GSAFleet.gov and other required automated data systems (Internet, Microsoft Word, Excel, Access, the Google Suite, database query systems, etc.) for a wide variety of work assignments; database query updates, data input, review, research and data analysis and evaluation of the program and administrative related information, reports, claims, records, listings, etc.

The GS-09 salary range starts at $57,118 per year. The salary shown in this announcement does not include locality pay. Locality pay will be determined once the selectee's duty location has been established. To qualify, you must have at least one year of specialized experience equivalent to the GS-07 level or higher in the Federal service. 

Basic Requirement:

Education:

Undergraduate and Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. 

Or

Specialized Experience: This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations.

Grade Requirements: 

SPECIALIZED EXPERIENCE GS-9: In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-7 in the Federal service. Specialized experience is experience assisting with analyzing program data and providing technical direction in support of a program or project. Such experience must have included the following:

  • Assisting with analyzing data to identify ways to improve effectiveness and efficiency.
  • Assisting in troubleshooting problems to increase the effectiveness of program operations.
  • Assisting in performing contract administration and assessing compliance with contract performance.
  • Assisting in developing oral and written presentations.

OR      

Applicants must possess a Master’s degree or equivalent graduate degree OR have completed two full years of progressively higher-level graduate education leading to such a degree;

OR

LL.B or J.D., if related

OR

Combination of Education and Specialized Experience: Applicants must have a combination of graduate level education (beyond the Bachelor's Degree) and specialized experience (as described above) that together meet the qualification requirements of this position.

  • Knowledge of the fleet management organization and its applicable administrative functions. Knowledge of administrative regulations, policies, procedures and processes involved to perform independent work involving a variety of administrative assignments that require knowledge of administrative methods and techniques.
  • Ability to determine and execute the appropriate sequencing of work required to fulfill customer agency needs and keep them informed of any changes or proposed changes regarding the status of fleet services provided, in order to minimize adverse impact.
  • Knowledge of qualitative and quantitative techniques and statistical interpretation required to perform coordination and fact-finding in order to identify customer agency needs in relation to customer service satisfaction; evaluate and interpret customer survey responses and other similar data; analyze the effectiveness and efficiency of fleet management programs initiatives; evaluate technical and program data, and make recommendations for action based on consideration of all aspects of a problem.
  • Knowledge of FMS and other required automated data systems (Internet, word, excel, etc.) to perform a variety of work assignments; data input, URSA updates, review, research and data analysis and evaluation of the program and administrative related information, reports, claims, records, listings, etc.
