The Senior Strategic IT Operations Advisor is critical to the development of long-term transformational strategies that will promote the timely delivery of products across USPTO, as well as early identification of risks delaying delivery and coordinating the recommendation of alternative solutions. Through direct engagement with Business Unit (BU) representatives across USPTO and within all levels of product lines, the individual is responsible for leading, coordinating, and ensuring successful implementation of a wide variety of IT and OCIO programs.

As a Senior Leader, the Senior Strategic IT Operations Advisor:

  • Seeks to optimize business value and prioritize all significant IT work for the OCIO, within and across all Product Lines to deliver greater business value, both strategically and tactically.
  • Serves as a decision maker to not only consider options under their and the OCIO's control, but also seeks to understand how alternatives coincide with other components of the Agency - either creating or depleting value overall.
  • Defines, tracks and refines measurable business benefits across the spectrum of programs and products within the Enterprise Infrastructure Product Line (EIPL). Ensure a disciplined approach to Product management by utilizing proven IT management methods (e.g. Agile) focused on, but not limited to: 1) start-up decisions, 2) investment maintenance, and 3) fulfillment of exit strategy. Additionally, you may be expected to innovate around barriers that restrict such methods by collaborating with appropriate USPTO subject matter experts and identifying approaches consistent with federal government policy and law.
  • Meets with key customers, senior management officials and executives to assess customer satisfaction, explain organization policy and procedures, resolve significant problems, and facilitate mission accomplishment. Lead the analysis of requirements through interactions with business users, subject matter experts and product team members.
  • Leads the integration of Products across the entire IT spectrum in a timely and complete manner through effective communication, collaboration and flexibility in resource allocations across all OCIO organizations and all Products to identify, develop, leverage and promote enterprise capabilities to include economies of scale, technology reuse, best practices and lessons learned.
  • Leads a matrix team of technical experts and Lead Product Owners to achieve optimal results.
  • Provides authoritative guidance to the Office Directors and Senior Level OCIO leadership on all aspects necessary to successfully deliver and operate an IT Infrastructure, such as the planning, engineering, design, development, legacy application and system migration, stabilization and sustainment, system integration, testing, security, availability/redundancy, disaster recovery capability, maintenance and operations.

Qualifications

Specialized experience for this position includes:

  • Demonstrated work experience having led and managed multiple (3 or more) agency-wide IT programs for the replacement and improvement of IT systems or infrastructure.
  • Extensive experience as a senior IT project/product/program/leader for large multi-year IT infrastructure investments ($100 M+) working in a matrix organization with multiple stakeholders.

The Professional Technical Qualifications (PTQs) for this position are:

  1. Demonstrated experience driving large, cross-functional IT programs or products involving coordination of with multiple stakeholders at various levels of the organization and how you managed the performance, budget, revenue targets and delivery of a major Information Technology program or initiative including managing large Product budgets and significant revenue targets.
  2. Demonstrated experience working with a broad and diverse user community to gather requirements, develop and validate solutions, and communicate complex technical issues to nontechnical stakeholders, peers and all levels of executive leadership. Include in your answer your demonstrable ability translating business requirements into system solutions, with experience developing blended multi-disciplinary teams in a matrix environment while gaining acceptance of deliverables with the user community.
  3. Demonstrated enterprise level experience through the use of Agile, Scrum, Kanban or similar methodology, in the design, engineering, integration and implementation of a large variety of heterogeneous IT technologies across multiple data centers, network, security, monitoring, storage, databases, platform and virtualization services.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Probationary Period: You will be required to serve a one-year probationary period.
