Summary

As a Procurement Analyst, you will serve as an agency expert in procurement and an expert in the development , delivery, and evaluation of acquisition training programs for the contracting workforce.

Location of position: This is a Virtual position within General Services Administration (GSA), Office of Government-wide Policy (OGP), Federal Acquisition Institute (FAI).

Duties

Help

  • Serve as the project leader of working groups that have been assigned projects for development into amendments to the Federal Acquisition Regulation and the General Services Acquisition Regulation or other policy directives. 
  • Review incoming policy questions from students, acquisition career managers and other senior civilian agency officials and develops a preliminary position, briefs senior contracting officials on the problem and the proposed response and responds to the questioner in writing. Develops and monitors Federal Acquisition Regulation and GSA-wide acquisition policies, procedures, and management concepts pertaining to information technology contracting, contract administration, and procurement reform initiatives.
  • Analyze acquisition issues affecting Government- wide procurement policies which are directed to the Office of Acquisition Policy from inside and outside of GSA. Provides expert advice and authoritative guidance to GSA and external civilian contracting personnel. Serve as the expert acquisition policy advisor/consultant, utilizing independent judgment in resolving complex issues. Such work often involves the interpretation, analysis, evaluation, and negotiation of issues involving uncertainty in approach.
  • Work on training initiatives and develops activities for the Federal contracting workforce to include but not be limited to: core curriculum development and maintenance, skill building activities, intern, job rotation, mentoring and other programs.
  • Designs, develops, and delivers innovative training curriculum for Federal contracting workforce to enable compliance with Office of Management and Budget mandated certification programs.

The GS-14 salary range starts at $116,393 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

The salary shown in this announcement includes Locality Pay. The Locality Pay will be determined once the selectee's duty location has been established.

1102 Qualification GS-13 and above:

You must meet the requirements in 1, 2, or 3 below:

1. All of a, b, and c below:

(a) Completion of Training/Certification: FAC-C (Professional)  or DoD Contracting Professional or FAC-C Level I or DAWIA (Contracting) Level I or higher certification. Note: After September 30, 2023, you will need to submit the FAC-C (Professional) or DoD Contracting Professional certifications or you will need to request a waiver.

(b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and
(c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.  However, to be promoted you will have to meet Option 1 or 3.  

3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above.  Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.

Specialized experience is one year of experience equivalent to the GS-13 in the Federal service. Specialized experience is experience reviewing and recommending curriculum changes based on the establishment of new acquisition laws or emerging issues, federal regulations and executive orders; reviewing proposed contract awards and analyzing suspension and debarment referrals derived from training cases studies or skill building activities; and applying extensive analysis and evaluation to identify the scope of the problem and to reach decisions on the appropriate courses of action.

  • Ability to serve as an authority on a broad range of procurement matters and possesses a breadth of knowledge sufficient that he/she formulates policy, provides interpretation agency-wide, and is often consulted by subordinate activities in specific procurement problem areas.
  • Knowledge of acquisition concepts, principles, practices, and regulations in order to develop and oversee the development of plans, policies, and guidance in the programmatic areas assigned. Skills sufficient to review complicated, comprehensive procurement packages and identify all potential problem areas.
  • Skill in oral and written communications to present sensitive recommendations to higher authority, to obtain compliance with policies from activities nationwide, to articulate positions/policy of vast technical complexity and to represent the agency on task forces.
  • Knowledge of government and industry training and career development best practices and adult learning solutions in order to apply new business models and technologies.
  • Knowledge in the development, delivery, and evaluation of acquisition training programs for the contracting workforce.
