The IRS Internal Recent Graduates Program affords a developmental opportunity to IRS employees, who have graduated within the previous 2 years from a qualifying educational institution or program. In addition, the IRS implemented the new IRS Forward Recent Graduate Program that includes an additional year of formal development, training, networking, project teams, and may include rotational assignments.

Upon successful completion of the program requirements, you will be promoted at the grade level within the position's career path, not higher than the full-working level of the position selected, to which you meet qualifications and time-in-grade requirements. If for any reason do not successfully complete the program you will be returned to the previous grade of the same or similar position you previously held within IRS prior to being selected for the Recent Graduates Program. Program requirements include but are not limited to:

  • Successful completion of at least 1 to 2 years of continuous service depending on the position;
  • Completion of at least 40 hours of interactive training;
  • Mentorship;
  • Demonstration of successful job performance; and
  • Meet the qualification position standards.
Conversion to the competitive service is not implied or guaranteed.

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
  • Provides periodic analysis of assigned program area(s) resource needs and usage. With specific direction, develops and asks contacts relevant questions concerning program area(s) financial status and management decisions affecting budget programs.
  • Responds to special budget issues within assigned area(s).
  • Researches budgetary and financial issues concerning assigned program area(s) and provides written analysis.
  • Assists senior analysts in the formulation of Division budget submissions. With directions from the supervisor, develops and analyzes resource proposals on Division programs in assigned area(s).
  • Monitors the status of budget submissions. With directions from the supervisor, reviews specific changes and assesses program impact of budget cuts and/or legislative changes.
  • Identifies issues related to projected budgetary and staffing requirements and analyzes estimates to identify imbalances among program areas. Assists senior analysts with the planning and execution of labor resource requirements for salaries, benefits, and Full-Time Equivalents (FTE) for the assigned area.

  • Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. Qualifications

In order to qualify, you must first meet Pathways Recent Graduate Program eligibility:

You must have, within the previous 2 years, completed all educational requirements for a qualifying associate, bachelor, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; or intended graduation is no more than 9 months from date of application.
-OR-
Veterans (as defined in 5 U.S.C. 2108) who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the 2-year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility. The remaining 2-year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond 6 years from the date of completion of all requirements of an academic course of study.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

GENERAL EXPERIENCE/EDUCATION FOR GS-05:

You must have 3 years of general experience, which includes 1 year at a level of difficulty and responsibility equivalent to the GS-04 grade level in the Federal service. General experience for this position includes: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and communicate effectively orally and in writing.

OR

Bachelor's degree or four-year course of study in any field leading to a Bachelor's degree from an accredited college or university.

SPECIALIZED EXPERIENCE/EDUCATION FOR GS-07: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service. Specialized experience for this position includes experience with basic analysis (such as average cost per FTE); basic techniques of budget, financial and economic analysis, financial coding and skill in completing charts, tables, and graphs and interpreting data; and the ability to communicate clearly, orally and in writing.

OR

At least 1 full academic year of graduate education in a related field of study such as accounting, auditing, finance, economics, business administration or other related fields.

OR

Superior Academic Achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in your major field of study or those courses in your major completed in the last two years of study, or rank in the upper one third of your class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.

OR

Combination of qualifying graduate education and experience equivalent to that described above.

SPECIALIZED EXPERIENCE/EDUCATION FOR GS-09:

You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes Experience with collecting data with budget formulation, plan development, labor cost analysis, financial reviews, or budget execution; Performing basic analysis (such as average cost per FTE) of collected or provided data; Preparing charts, tables, and graphs for specific assignments including the formulation of the Division budget and period financial reviews; interpreting and applying basic budget instructions, administrative memoranda, and regulatory guidelines from a procedural, technical standpoint.

OR

Two (2) full academic years of progressively higher-level graduate education leading to a master's or equivalent graduate degree in a related field of study such as accounting, auditing, finance, economics, business administration or other related fields, or a master's or equivalent graduate degree in a related field of study such as accounting, auditing, finance, economics, business administration or other related fields from an accredited college or university.

OR

LL.B or J.D., if related. OR Combination of qualifying graduate education and experience equivalent to that described above.

The experience may have been gained in the public sector, private sector or Volunteer Service. MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
