Summary

Duties

Help

This position is located in the Office of Policy and Evaluation (OPE). OPE conducts studies to ensure that Federal employees are well-managed in an environment that supports the merit principles and is free from prohibited practices. In addition, studies include reviewing and monitoring the programs, policies, and operations of the U.S. Office of Personnel Management. This position, the MSPB Performance Improvement Officer, is also assigned to OPE.

This MSPB PIO serves as senior technical authority on MSPB program performance and efficiency, overall operations, core competencies, organizational makeup and resourcing through effective goal development, and data integrity in the development of the agency's Strategic Plan, Annual Performance Report and Performance Plan, Agency Financial Report (performance information), Summary of Performance and Financial Information, Quarterly Progress Reports, and the MSPB Annual Report in accordance with the Government Performance and Results Act Modernization Act of 2010 (GPRAMA), Office of Management and Budget (OMB) guidance in Circular A-11, and standard analytic and operational practices in organizational planning, measurement, and reporting.

Work products and official reports are issued to the President, Congress, Federal agencies with management and budget responsibilities, members of academia, the press and the public, providing the PIO with an opportunity to maintain communication and operational partnerships with senior subject matter experts within and outside of MSPB (policy-makers, stakeholder groups, etc.) to inform solutions to complex issues with significant impact on agency operations. The duties described are for the full-performance level.

  • Designs and executes agency strategic and performance planning, performance measurement development, and performance reporting processes.
  • Analyzes performance, production, and survey data to quantify agency progress on organizational performance plans and goals.
  • Ensures the priorities, operating plans, metrics, and goals are effectively integrated throughout the agency.
  • Conducts MSPB's employee and internal and external customer satisfaction survey program.
  • Advises the Chairman, Board members, Executive Director, program managers, Chief Financial Officer, Chief Human Capital Officer, Chief Information Officer, and other senior leaders on goals, objectives, strategy, metrics, risk management, and evidence to guide the agency's mission, improve program effectiveness, and ensure operational efficiency. Improves analytical and evaluation capacity with senior leaders and other MSPB employees to identify opportunities for program and operational improvements.
  • Communicates MSPB plans and results orally and in writing to wide audiences with varying levels of expertise such as MSPB direct customers and clients and the public who have little knowledge of MSPB in order to garner support for MSPB, its programs and mission. Tells a compelling, complete, and coherent story about MSPB, its purpose, plans, results, and impact.
  • Supports use of evidence and building program measurement and data analytic capacity through tools, best practices, policies, and communities of practice to support continuous improvement in agency planning and performance of mission.
  • Maintains a broad, continuing subject matter expertise in strategic planning, evaluation, performance measurement, survey design and analysis, and continuous program improvement.
  • Oversees evaluation of programs and processes, performs strategic analyses of one-time or recurring issues that affect MPSB operations and performance. Supports the development and review of programs and ensuring that program evaluations are consistent with professional research methods.
  • Identifies problem areas and determines appropriate actions required to improve program effectiveness, cross-office collaboration, and maintaining integrity of the agency's performance information. Examines data and data quality records and verifies and validates policies and processes.
Performs a full range of supervisory duties including assigning work and monitoring completion of projects, evaluating employee performance, and providing technical oversight. Advises on training and professional development opportunities provided to staff to build capacity and expertise.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE 0301 GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Demonstrated experience in developing and implementing organizational strategic and performance planning, measurement, and reporting systems, analytical and evaluation techniques, review processes, and implementation of GPRAMA and OMB Circular A-11 requirements.
  • Demonstrated experience partnering with diverse individuals, groups, and stakeholders to achieve continuous improvement and achieve mutually agreeable and achievable solutions to complex, contentious issues.

Note: There is no education substitution for this grade level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
