The Organizational Development and Training Specialist is a key figure in the OIG's top management Front Office (FO) team. The employee of this position designs, delivers, evaluates, and coordinates professional through executive-level stand-alone training and educational programs focused on professional, supervisory, leadership, and management skills to improve knowledge and skills for the USAID OIG workforce in Washington, DC and at overseas offices.

As the Organizational Development and Training Specialist, you will:

  • Consult and work collaboratively with OIG senior leaders to help design and implement organizational development program components and business solutions that enhance the OIG mission.
  • Monitor and analyze proposed regulatory and legal training requirements to determine possible impact on existing training activities and provides recommendations to the OIG leadership.
  • Serve as a group coach and/or mentor to junior staff within the organization to develop their knowledge, skills, and abilities.
  • Collaborates with appropriate stakeholders to ensure resource needs are met to implement first-year training and development activities for new hires, ensuring critical introductory courses and requirements are met.
  • Coordinates and develops materials and presentations in partnership with other Office of Management Divisions and subject matter experts and stakeholders across OIG offices on recruiting events and forums, including establishing partnerships with academic institutions.
  • Serves as point-of-contact for congressionally mandated quarterly reports on conference spending.
  • Participates in interview panels for critical positions across the organization.
  • Provide coaching initiatives for employees/teams to improve efforts and recommends training to facilitate improvement.
  • Monitor the program to ensure activity and training evaluations are recorded.
  • Maintains a current awareness of specialized training requirements based on new programs/projects initiated by the Council of Inspectors General on Integrity and Efficiency (CIGIE), the General Accounting Office, the Office of Personnel Management, the USAID, OIG, or other authoritative sources.

Qualifications

Specialized Experience:

GS-14:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes, (1) Provides coaching initiatives for employees/teams to improve efforts and recommends training to facilitate improvement, (2) Delivering multi-day training programs on leadership and management topics at the senior executive level and below, (3) experience in establishing partnerships with academic institutions.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1701 series.

1. Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.

OR

2. Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.

CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
