Summary

This Supervisory Grants Management Specialist is located in the Division of Acquisition and Cooperative Support (DACS). The primary purpose of the position is to serve as the Branch Chief, Cooperative Support Branch who is responsible is responsible for the management of all activities of the Branch including, negotiation, award, administration and closeout of cooperative agreements for National Science Foundation (NSF) Federally Funded Research and Development Centers and Large Facilities.

Duties

Help

As the Supervisory Grants Management Specialist (Branch Chief), you will perform the following duties:

  • Manage all business and non-scientific aspects of the solicitation, evaluation, negotiation, award, administration and closeout of financial assistance agreements that construct and administer the operation of major research facilities funded by the National Science Foundation.
  • Supervise work related to the pre-award process, i.e., the work necessary to award financial assistance agreements to administer the federally funded research centers and other major research equipment and facilities awards funded under financial assistance agreements.
  • Oversee Federal finance assistance agreements that encompass issues that are largely undefined and require extensive analysis and evaluation to identify the scope of the problems and to reach decisions on appropriate courses of action.
  • Serve as grants and agreements officer with unlimited signatory authority for award instruments necessary to plan and manage all pre-award and post-award phases of critical agency financial assistance agreements.
  • Review proposal solicitations, publication of requirements, issuance of solicitations and announcements, oversee business analysis of offers received, preparation of negotiation positions, evaluations of technical and cost proposals, negotiations of costs, as well as technical issues, and oversee the entry into a formal agreement with the proposing entity.
  • Oversee award administration work such as monitoring of performance under the financial assistance agreements and negotiation of necessary award modifications to ensure satisfactory progress and completion of activities.
  • Plan, analyze, or evaluate different aspects of award policies and programs to develop policies or procedures or provide advice and guidance to agency activities concerning a variety of award issues.
  • Perform work associated with policy research, analysis, and interpretation or review of award actions for compliance with applicable regulations, policies and procedures.
  • Oversee work associated with the analysis of automated business systems and provide advice and guidance on business administration issues.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade/equivalent.

Qualifications

To qualify you must have one year of specialized experience equivalent to the GS-14 level managing grant programs for large facilities and other scientific research equipment . Examples of specialized experience involve: providing research administration & business assistance to a variety of awardees; determining the financial conditions & adequacy of accounting systems of organizations recommended for funding; assisting awardees in implementing adequate financial, accounting, & compliance systems for Federal awards; & reviewing, analyzing, & resolving audit findings.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
