Summary

Help

The BLS headquarters is currently located in Washington, D.C. but is in the process of relocating within the National Capital Area to Suitland, Maryland. If selected for this position, with an assigned duty station of the Washington, D.C. area, you will have the option to temporarily telework to the maximum extent, subject to applicable pay regulations, while the current headquarters is decommissioned and the future headquarters is being built. Upon completion of the new headquarters offices in Suitland, MD, you will be expected to report to the Suitland Federal Center after receiving notification to do so. At that time, you may be eligible to work remotely or telework extensively with approval from your supervisor and if consistent with telework policies and mission needs of BLS.

This position includes responsibility for the planning, development, implementation, and administration of systems for the acquisition, storage, and retrieval of data. Duties may include, but are not limited to the following:

  • Installs, configures, and maintains database management systems software.
  • Develops and administers data management-related policy guidance for the organization, as well as database standards and operation procedures, and responds to requests for interpretations of policy and procedures by users.
  • Leads and performs work evaluating and providing recommendations on new database technologies and architectures, especially when analyzing current systems and planning for such things as anticipated changes in data capacity requirements.
  • Develops and implements data mining and data warehousing programs, which can include designing programs for converting data from other databases, as needed.
  • Consults on and participates in the analysis and definition of data requirements and specifications; the design, normalization, development, and installation/implementation of a comprehensive BLS database; and maintain, monitor, complete performance tune-up, ensure backup, and execute recovery operations of databases.
  • Pursues "leading-/cutting-edge” technological advances in database management that lend reasonable promise of enhancing the computing environment’s overall characteristics such as reliability, performance, cost effectiveness, and functional support.

Candidates must demonstrate proof of meeting the Minimum Qualifications, that is, BOTH the Experience and the Specialized Experience listed below.

Minimum Qualifications

Experience

IT-related experience; experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Experience must have demonstrated each of the four competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. An experience indicator at this level includes planning, prioritizing, and organizing project/program requirements.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. An experience indicator at this level includes in-depth analysis and resolution of complex problems such as assessing customers’ needs and tailoring information about products and/or services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. An experience indicator at this level includes orally justifying decisions, conclusions, findings, and/or recommendations in a professional setting such as orally presenting project/program-related information to engage in open and constructive discussions and sharing of information.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. An experience indicator at this level includes gathering and analyzing facts, drawing conclusions, and developing recommendations/identifying alternatives to solve complex problems such as utilizing various sources to conduct research to determine proper alternatives and providing recommendations to resolve project/program-level issues that impact the work and outcomes of an organization.

AND

Specialized Experience

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, i.e. GS-12, in the federal service. Specialized experience is defined as demonstrated independent experience working on aspects of design, development, and maintenance for the large, complex relational database system, Oracle, for the acquisition, storage, and retrieval of data. Experience indicators at this level include conducting all of the following:

1. Demonstrated independent experience working on aspects of database design in Oracle such as analyzing and defining data requirements/specifications OR designing table and index structures.
2. Demonstrated independent experience working on aspects of database development in Oracle such as implementing table and index structures OR writing PL/SQL code, triggers, and procedures.
3. Demonstrated independent experience working on aspects of database maintenance in Oracle such as maintaining table and index structures OR debugging and tuning PL/SQL code, triggers, and procedures OR monitoring database performance and troubleshooting issues.

Education

Education may not be substituted for experience at this level.
