Serves as Special Assistant providing direct support, expert guidance, and assistance to the Executive Leadership in the Office of Commercial Space Transportation. The work of this position focuses on managing and keeping the Executive Leadership well versed of critical developments and deliver expert advice regarding various problems or situations that may arise.
Keeps leadership informed of critical developments as well as rendering expert advice regarding administrative responsibilities and aspects.
Provides leadership for highly complex and challenging activities and projects under the minimal direction of a manager or Executive.
Analyzes problems and other issues to determine the best and most appropriate course of action.
Conducts research and compiles data to prepare briefings, reports, Congressional testimony, reports to Congress, and other critical external responses.
Advises management on highly complex matters with Congressional implications.
Serves as a subject matter expert on the views and policies of the office, as well as with FAA policies, staffing procedures, and protocol.
Applies structured techniques to address complex organizational initiatives and programs, to include impact analysis, communications planning, readiness assessment, and project planning.
Identifies and resolves highly complex problems that often cross-organizational boundaries and impact the accomplishment of the FAA's strategic objectives.
Develops new methodologies and techniques to solve organizational challenges.
Provides professional guidance to the Executive Leadership and staff personnel relating to policies, priorities, practices, and procedures.
Analyzes problems and other issues to determine the best and most appropriate course of action.
Collaborates with leadership to develop, analyze, evaluate, and review projects relating to improving the effectiveness of work methods and procedures, manpower utilization, distribution or work assignments, and other administrative issues.
Applies experience and expert knowledge to conduct functional activities for projects/programs that often require the development of new and innovative approaches.
Provides leadership, direction, technical expertise, analysis, and guidance on a range of support services ensuring the organization functions with the greatest efficiency and effectiveness.
Represents management at meetings, conferences, and teleconferences. Provide advice and guidance on the applications of policies and procedures.
Interacts with internal and external customers and stakeholders, including high ranking management officials, members of the aviation community, and general public on issues as they relate to AST, which requires an extremely high degree of tact and diplomacy.
Develops and recommends approaches to address current and anticipated problems and issues.
Anticipates potential problems resulting from schedule changes or revised requirements and briefs management.
Provides updates to associated documentation and requirements.
Reconciles differing or conflicting viewpoints, to present and defend recommendations, to provide advice and guidance, to develop policies and reports, and negotiate for the acceptance of controversial proposals.
Work is typically reviewed only at completion for success in achieving planned results.
Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the
projects and/or other work activities.
Work activities typically impact directly on the objectives of one or more organizational units, major subdivisions, and/or LOB's/SO's and often impact on the objectives of the FAA.
Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-I or FG/GS-13 that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
SPECIALIZED EXPERIENCE at the next lower level: GS-13/FV-I
Experience influencing managers or team members to accept and implement findings and recommendations on organizational improvement or program effectiveness.
Experience providing technical advice and guidance to management.
