Responsible for the development, oversight and evaluation of foreign assistance strategies, as well as the associated funding requirements, for assigned countries or functional issues to achieve program objectives.
Provides outreach and coordination with other major players in the foreign assistance arena including Congress, other Federal agencies, donors, and NGOs.
Participates in and supports broader functions such as strategic budgeting, guidance preparation, the development of a 5-year plan and overall foreign assistance policy.
Provides expert guidance in the resolution of complex problems or issues impacting programs.
Serves as a technical expert, providing advice and guidance in areas that require extensive interpretation for many different and unrelated program processes and methods.
Oversees the analysis of foreign assistance programs, identifies trends and monitors progress toward targets.
Must be able to obtain and maintain a Top Secret clearance.
Time in grade must be met by the closing date of the vacancy announcement.

Qualifications
Specialized Experience:
GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes a) experience in managing intra- and interagency discussions, coordinating flows of information, and deconflicting divergent points of view, as needed;b) experience in managing budget tables and data systems (EXCEL spreadsheets) for multiple fiscal years, accounts, and sources; c) experience in analyzing and reporting on progress toward achieving U.S. foreign policy goals; d) experience in coordinating with senior managers to recommend and justify options for allocating U.S. foreign assistance and e) experience in applying qualitative and quantitative analytical and evaluation methods and techniques to identify and advise on programs, budget decisions, Congressional requirements, statutory regulations, and procedures.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
