Duties

Help

Drafts legislative proposals and other bills, based on independent research and on review and analysis of comments of technical and field offices. Incumbent drafts the most complex legislative proposals and accomplishes assignments with minimum supervision.

Analyzes legislative proposals and bills introduced in Congress to determine impact on Indian Affairs policies, programs, and procedures. Drafts reports on such legislation and proposals, based independent research and on review and analysis of comments of technical field offices.

Coordinates communications with Congressional offices, as needed, for the purpose of presenting or obtaining information relating to legislation pertinent to programs of Indian Affairs. Researches and provides information in response to requests from Congressional offices about IA bureau programs. Works to resolve operational issues raised by Members of Congress and provides information to promote understanding of Indian Affairs programs.

Supports AS-IA principals as they appear before congressional committees as expert witnesses to justify and advocate the views of Indian Affairs and the Department. Drafts summaries of congressional hearings on matters relating to Indian Affairs interest and programs, including when Indian Affairs is not a witness.

Coordinates with Congressional offices to advise, assist and furnish with information or to discuss basic data they may require in their consideration of legislation having a direct or potential impact on Indian programs.

Develops guidelines and criteria, including updating and refining them, for all legislative proposals from field offices. Coordinates outcomes and keeps Director apprised of development(s).

Reviews and prepares correspondence on legislation affecting Indian Affairs programs.

Reviews all documents implementing enacted legislation for statutory compliance.

Qualifications

GS-14:
To qualify for this position at the GS-14 grade level you must have one year experience at the GS-13 grade level or equivalent in four out of five of the following: 1) Managing preparations for and follow-ups to congressional hearings and/or briefings; 2) Advising on the management of congressional issues; 3) Leading efforts on congressional inquiries that may impact one or multiple departments across and agency; 4) Monitoring congressional activities and reporting/disseminating program and/or policy informing matters; and 5) Analyzing and interpreting legislative and congressional activities to support Department related policies, programs, and initiatives.

All qualification requirements must be met by the closing date of this announcement.

Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.
