Summary

This position is located in the USDA, Agricultural Research Service (ARS), Appalachian Fruit Research Station in Kearneysville, WV.

Duties

Help
  • Operates and maintains farm equipment such as tractors and harvesters for the unit.
  • Works as tractor operator, farmer, or gardener, as required to support the research mission.
  • Keeps abreast of state-of-the-art farm management techniques, changes in environmental regulations related to pesticide applications, systems including nutrient management, and equipment in support of the assigned activities.
  • Ensures all activities and personnel are aware of safety rules and regulations.
  • Assures that assigned facilities and equipment are adequately maintained.
  • Solicits ideas, advice, and recommendations on efficient farm management to promote the optimum use of available resources and to better serve the research community.

  • Some of the work is performed in an adequately lighted and climate-controlled office, but also may include facility shop, and field. Frequent visits to research field sites and plots, greenhouses, and other related sites are required.
  • Outside work often exposes the employee to long periods of hot sun, cold temperatures during pruning, and, occasionally, bad weather.
  • Reasonable care must be exercised around operating equipment.
  • May occasionally be in areas that have carcinogenic chemicals.
  • Proper safety procedures must be observed, and proper protective clothing and equipment are required.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

In order to qualify for this position you must meet the following by the closing date of the vacancy announcement: 02/01/2023. Qualifications will be determined under the Job Element Rating System X-118C, Qualifications Standard Handbook. While a specific length of time and experience is not required for most Wage Grade positions, you must show through experience and training that you possess the best qualified level of knowledge and skill necessary to perform the duties of this position. Qualification requirements emphasize the quality of experience, not necessarily the length. The responses to the questionnaire and your resume should be in significant detail to provide the person rating your application with a good understanding of your ability to do the job, technical knowledge, work, and training experience, etc. (For example You must have the ability to perform the duties of a General Operations Supervisor (Farm Management), without more than normal supervision (Screen Out)). Other Considerations:
Some of the work is performed in an adequately lighted and climate-controlled office, but also may include facility shop, and field. Frequent visits to research field sites and plots, greenhouses, and other related sites are required. During outdoor work, the employee is constantly exposed to unpleasant noise levels and vibration, and severe jolting from the tractor and towed vehicles. Outside work often exposes the employee to long periods of hot sun, cold temperatures during pruning, and, occasionally, bad weather. When using or storing pesticides and other hazardous chemicals, there is some risk of exposure through skin absorption or inhalation; therefore, protective clothing and respirators are required to be worn. There is also some risk of minor injuries, bruises, cuts, and scratches when performing farming work or minor equipment repairs and operator maintenance. The employee must follow prescribed safety practices and use safety equipment to avoid injury and possible hazards in the work area.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
