Help
  • Duties listed are at the full performance GS-12 level.
  • Supports the unit in recruiting, managing, and implementing partnership programs, including training and site visits.
  • Leads focused strategic planning efforts, and assists in a broad range of complementary planning work, to develop and implement volunteer and partnership programs that leverage resources and help achieve recreation and natural resource goals.
  • Develops and manages complex agreements to provide opportunities for partnerships, collaboration, and youth engagement with local, state, and federal agencies, non-profit organizations, and private entities at a variety of scales.
  • Facilitates the management of the information systems required to support the program. Provides policy interpretations.
  • Exercises a broad degree of independence and applies authoritative judgment in coordinating, developing, and maintaining relationships between agencies.
  • Establishes and fosters effective working relationships and information networks in all levels of the Forest Service.
  • Provides informal and formal leadership on streamlining and integrating existing Partnership Program processes to improve customer service and increase efficiency.

Specialized Experience Requirement:

GS-11: Applicants must have one year of specialized experience equivalent to at least the GS-09 grade level. Specialized experience is defined as three or more of the following: Assisting with identifying potential partners, proposing partnership opportunities, and maintaining a communications network to help accomplish organizational goals; and/or Applying knowledge of program policies, regulations, laws, and/or fiscal management in facilitating partnership program services and activities; and/or Participating in strategic planning efforts for an organization and persuading stakeholders to accept new, revised or modified plans, methods, or techniques; and/or Implementing direction and providing technical advice to internal and external stakeholders; and/or Assisting with the writing of grant proposals.

-OR-

A Ph.D. or equivalent doctoral degree; OR three (3) full years of progressively higher level graduate education leading to such a degree; OR LL.M., if related.

-OR-

An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

GS-12: Applicants must have one year of specialized experience equivalent to at least the GS-11 grade level. Specialized experience is defined as three or more of the following: Assisting a wide variety of internal and external stakeholders in the development, expansion, and maintenance of new or existing partnerships with governmental, non-governmental, non-profit, tribal government, media, academic, or other organizations; and/or Applying in-depth knowledge of partnership programs, policies, and strategic focus areas to assist organizational leadership in developing and implementing goals and objectives for a partnership program; and/or Producing marketing materials, briefing papers, fact sheets, news releases specific to partnerships, web and social media content specific to partnerships, or other information products in support of a partnership program; and/or Implementing direction and providing technical advice to internal and external stakeholders in communicating and managing partnership programs; and/or Researching and preparing grant proposals with the aim of leveraging funding to support projects.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
