This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Maternal Child Nursing, Mother-Infant Care Center (MICC), a High-Risk Labor and Delivery, Recovery and Postpartum inpatient setting. Night shift with 6 12-hour shifts and 1 8-hour shift per pay cycle. In the future, can rotate to day shift as needs of the unit change.

Duties

Help
  • Demonstrate comprehensive knowledge of professional nursing concepts, principles, and techniques to perform specialized or advanced nursing procedures.
  • Assess and manage the patients? physical condition and progress through the labor and delivery process.
  • Provide complex, in-depth nursing care to obstetrical and neonatal patients, including potentially serious illnesses and complications.
  • Provide High-Risk Labor and Delivery, ante-partum, postpartum, and neonatal care; normal course of treatment; anticipated complications; and indicated therapeutic intervention.
  • Recognize when maternal complications occur, and intervene appropriately.
  • Provide high risk care in both the intrapartum and antepartum setting.
  • Provide postpartum couplet care and immediate neonatal assessment.
  • Perform circulating duties in the operating room for various obstetric and gynecological procedures and post-anesthesia recovery care.
  • Provide care to patients who have received general, epidural, or local anesthesia, responding immediately to adverse reactions.
  • Provide medical care and treatment for seriously ill or injured patients.
  • Interpret plan of care to patient and family members.
  • Perform emergency and resuscitative measures; such as advanced cardiac life support (ACLS), and neonatal resuscitation program (NRP).
  • Perform advanced assessment skills, and emergency/critical nursing care for emergency patients.
  • Manage complex, delicate machinery and life-saving equipment, such as fetal monitors, neonatal monitors, and radiant warmers.
  • Maintain electronic health records (ESSENTRIS, Armed Forces Health Longitudinal Technology Application (AHLTA), Composite Health Care System (CHCS); Pyxis (medication retrieval systems), and utilize Windows-based systems.
  • Perform maternal-fetal assessment methods; selecting appropriate monitoring techniques, and interpreting fetal monitoring data.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
  • This position requires the incumbent to have tuberculosis testing.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

  • This position has been designated as Mission Essential and the incumbent must assume essential personnel status during inclement weather/emergencies.
  • This position requires that you obtain and maintain a Basic Life Support (BLS) certification.
  • This position requires the incumbent to obtain and maintain Advanced Cardiovascular Life Support (ACLS) certification.
  • This position requires the incumbent to obtain and maintain Neonatal Resuscitation Program (NRP) certification.
  • This position requires the incumbent to obtain and maintain Basic/Intermediate Fetal Monitoring certification.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education (external link), Council on Accreditation of Nurse Anesthesia Educational Programs (external link), Accreditation Commission for Midwifery Education (external link), or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. (Note: You must attach a copy of your transcripts with your application package.)

Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools (external link) is required for individuals who graduated from foreign nursing schools. (Note: You must attach a copy of your certification at the time of application.)

Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination (external link). In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. (Note: You must attach a copy of your registration.)

Exemption: You are exempt from the basic requirements above if you are a current federal employee occupying a position in the 0610 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. (Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status.)

In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:

Experience: To qualify based on your work experience, your resume must describe at least one or more years of professional nursing experience which prepared you to do the work in this job. Specialized experience is defined as duties such as: Performing specialized or advanced nursing procedures to provide nursing care for High-risk Labor & Delivery; ante-partum, post-partum and neonatal patients; performing emergency resuscitative measures utilizing delicate machinery and life-saving equipment (fetal monitors, neonatal monitors, and radiant warmers); performing maternal-fetal assessments to select appropriate monitoring techniques; performing a wide variety of maternal-infant nursing care procedures; and recognizing pertinent signs. Specialized experience is defined as 1 year at the next lower grade level (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
