Summary

The Office of the General Counsel (GC) provides legal advice, counsel, and services to the Agency and ensures that USAID programs are administered in accordance with legislative authorities and legal requirements. GC serves as the Agency's chief legal officer and is the principal advisor to the administrator on Agency-wide legal and policy matters. GC also advises on legal matters concerning the operation and administration. This position is located in the Legislation and Policy Division.

Help
  • Providing legal advice and guidance to the Bureau for Legislative and Public Affairs (LPA); Bureau for Management, Offices of Management, Policy, Budget, and Performance (M/MPBP), Bureau for Policy, Planning and Learning.
  • Providing legal advice and guidance to the Office of Budget and Resource Management, Chief Financial Officer (M/CFO).
  • Providing overall legal advice and guidance to the above-listed operating units and other Agency offices, bureaus, and missions relating to the functions and work of such offices.
  • Interpreting and providing advice concerning the following: the Foreign Assistance Act of 1961 (FAA), as amended; annual appropriations acts; other applicable legislation?and regulation.
  • Advising clients responding to Congressional, Government Accountability Office, Office of the Inspector General, and public inquiries related to assigned areas of responsibility.
  • Responding to inquiries and assignments from members of GC and field-based Resident Legal Officers (RLOs), budget and fiscal matters, and maintaining working relationships with other U.S. Government agencies.

  • Be duly licensed and authorized to practice as an attorney under the laws of any State, territory of the United States, or the District of Columbia, and be an active member of the bar in good standing.
  • A J.D. or LL.M. degree from an ABA-accredited law school

Qualifications

This position provides legal advice and guidance to the Bureau for Legislative and Public Affairs (LPA); Bureau for Management, Offices of Management, Policy, Budget, and Performance (M/MPBP), the Bureau for Policy, Planning and Learning and the Office of Budget and Resource Management, and the Chief Financial Officer (M/CFO).


Qualifications:

Required Qualifications: Interested applicants must possess the following to be found qualified for this position:

  1. A Juris Doctorate degree,
  2. Be an active member of the bar in good standing, and
  3. Meet the specialized experience for the grade level for which you are applying:

GS-14: At least three (3) years of post J.D. or LL.M. legal experience, to include experience: (a) providing legal advice, guidance, and support to negotiate and draft binding and non-binding agreements, including memoranda of understanding, gift agreements, and/or interagency agreements; (b) providing legal advice and guidance on the drafting, interpretation and implementation of laws, regulations, and policies; (c) providing legal advice and guidance with respect to Federal laws, regulations and procedures relating to the principles of federal appropriations law and the obligation of funds; and (d) other legal experience relevant to the job duties above.

GS-15: At least five (5) years of post J.D. or LL.M. legal experience, to include experience: (a) providing legal advice, guidance, and support to negotiate and draft binding and non-binding agreements, including memoranda of understanding, gift agreements, and/or interagency agreements; (b) providing legal advice and guidance on the drafting, interpretation and implementation of laws, regulations, and policies; (c) providing legal advice and guidance with respect to Federal laws, regulations and procedures relating to the principles of federal appropriations law and the obligation of funds; and (d) other legal experience relevant to the job duties above.

Preferred: The successful applicant should also have:

  • Knowledge of administrative law and practice and the ability to apply those rules in a practical manner in complex and unique situations; and
  • Ability to communicate effectively with all levels of Agency employees, to work collaboratively with teams consisting of non-attorneys and those who may have divergent points of view, and to project confidence and calm to the most senior levels of management.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
